The Joint Simulation Environment Post Production Support (JSE000) program is a new initiative within the Air Force's Aircraft Procurement appropriation, specifically under the Aircraft Support Equipment & Facilities budget activity. The primary goal of this program is to procure and integrate Platform-in-a-Box (PIAB) systems and platform-specific battlestation training equipment into the Joint Simulation Environment (JSE) battlespace. These assets include hardware, software, licenses, peripheral equipment, visual display systems, initial spares, and the necessary integration services to ensure seamless operation within the JSE framework.
The objectives of the JSE000 line item focus on enhancing training and operational readiness for Air Force personnel by providing high-fidelity simulator environments. The PIABs and battlestations will be deployed at Joint Integrated Test & Training Center (JITTC) locations, such as Nellis Air Force Base and Joint Base Elmendorf-Richardson. These installations will support a range of activities, including large force exercises, local small force events, and routine training operations, all within a secure and digitally replicated battlespace.
The program aims to replicate and expand current digital test and training range capabilities. By enabling multiple, dissimilar PIABs and battlestations to operate in a shared virtual environment, the JSE000 initiative mitigates real-world constraints such as limited airspace, threat density, and external surveillance risks. This approach also ensures the protection of sensitive tactics, techniques, and procedures, as well as emerging capabilities, from outside observation.
A key justification for the JSE000 program is its support for advanced operational test and evaluation capabilities, particularly for 5th generation and newer platforms. The system will facilitate the development and refinement of tactics, techniques, and procedures in operationally relevant scenarios. Additionally, the JITTCs and JSE assets will directly support the United States Air Force Warfare Center and the Weapons Instructor Course syllabus, including Weapon School Integration activities. This will improve the throughput and tactical readiness of Formal Training Units and joint warfighter teams.
Funding for this program also addresses critical sustainment needs, such as resolving Diminishing Manufacturing Sources issues and obsolescence, as well as supporting emerging requirements that may arise during the lifecycle of the JSE systems. The program is structured to provide overarching programmatic support, ensuring the continued viability and effectiveness of the JSE infrastructure as new platforms and technologies are introduced.
Within the FY 2026 budget, the primary procurement focus is the acquisition and integration of Hardware Platform-in-a-Box systems. This funding supports the purchase of PIABs tailored to specific platforms, including those for the F-35, F-15EX, and the Virtual Air Threat System, as well as general hardware necessary for their operation at JITTCs. The investment aligns with Office of the Secretary of Defense and Chief of Staff of the Air Force directives to improve operational training against peer and near-peer threats and to advance High-End Advanced Tactics, Training, and Testing capabilities.
The JSE000 program supports compliance with statutory requirements, including the performance of a full financial audit as mandated by Title 10 U.S.C. Chapter 9A, Sec 240-D. The funding is contained within Program Element 0207606F, ensuring transparency and accountability in the execution of this new start initiative. The JSE000 line item is designed to deliver robust, adaptable, and secure simulation environments that enhance joint warfighter readiness and support the evolving needs of the Air Force's operational and training communities.
