Description

The Joint Service Provider (JSP) program, managed by the Defense Information Systems Agency (DISA), is the exclusive Information Technology (IT) service provider for the Pentagon Reservation and the National Capital Region (NCR). The primary goal of the JSP is to deliver secure, reliable, and integrated IT services including office automation tools, critical software, and comprehensive IT support to over 55,000 Department of Defense (DoD) personnel. The program's objectives are supported through Research, Development, Test, and Evaluation (RDT&E) funding, which enables the testing, piloting, and development of new business technologies to enhance JSP's business processes and IT capabilities.

A key objective of the JSP is to combine commercial and government-managed software solutions to improve core network infrastructure. This includes network transport, storage, compute, defensive cyber operations, and Pentagon Installation Processing Nodes (IPN). These efforts are designed to strengthen the NCR's core network infrastructure, ensuring it meets the evolving needs of DoD users and remains resilient against emerging cyber threats.

The RDT&E activities also support the development and testing of mobile computing and communications platforms, which are critical for enabling secure, classified computing for the Office of the Secretary of Defense (OSD) at residences, temporary duty locations, and during travel.

Within the JSP program, the Secretary of Defense Communications Office (SECDEFCOMS) is a significant line item. SECDEFCOMS is responsible for providing the Secretary of Defense and the Immediate Office with resilient communication and situational awareness capabilities. The objective is to ensure that the Secretary of Defense can coordinate national defense activities under any circumstances, including during crises or while operating from remote or mobile locations.

The RDT&E funding for SECDEFCOMS specifically supports the testing and development of next-generation mobile classified computing and communications platforms, aligning with the Defense Planning Guide and Capability Programming Guide. The SECDEF Communications project is a major focus for FY 2025 and FY 2026, with planned activities centered on supporting the next generation of secure communication capabilities for the Secretary of Defense. The project aims to integrate new technologies and address emerging requirements to ensure secure, reliable communications regardless of location.

The decrease in funding from FY 2025 to FY 2026 reflects a realignment of resources to Operations & Maintenance (O&M) to support increased service subscription and sustainment needs for network applications and services, while still preserving sufficient resources for ongoing innovation and technology development.

Another line item, the Enterprise Initiative Test & Development, previously allowed JSP to test and integrate commercial and government-managed software to enhance network transport, storage, compute, and defensive cyber operations. The objective of this effort was to inform investments in cyber defense and resilience, and to ensure integration with the full spectrum of DoD IT needs. This initiative contributed to creating a more resilient Department of Defense Information Network (DODIN) in the face of increasingly sophisticated cyber threats. However, there are no RDT&E funds allocated to this activity for FY 2025 or FY 2026.
