The Joint Service Provider (JSP) line item within the Defense Information Systems Agency (DISA) budget is dedicated to the procurement and modernization of information technology (IT) infrastructure and services across the Pentagon Reservation and the National Capital Region (NCR). JSP serves as the exclusive IT service provider for over 55,000 customers in more than 30 facilities, supporting the Office of the Secretary of Defense, the Joint Staff, the Department of the Army, 4th Estate IT organizations, and other tenants. The primary goal of JSP is to ensure a highly available, secure, and modern IT environment that meets evolving mission requirements and mitigates operational and cybersecurity risks.
Pentagon/NCR IT Modernization is a major objective under JSP, focusing on the lifecycle refresh and replacement of outdated network infrastructure, servers, storage, and end-user devices. Modernization efforts include the deployment of Software Defined Networking (SDN) at over 60 locations, upgrades to classified and unclassified network access points, and improvements to boundary security and automation. The modernization also includes compute and storage upgrades to facilitate cloud adoption and reduce on-premises workloads, as well as enhancements to voice, data, and video services through migration to enterprise collaboration tools and the refresh of legacy audio-visual equipment.
Transport Initiatives are a key component of JSP's objectives, with significant investments allocated to SDN expansion, technical control facility lifecycle refresh, and crypto modernization. JSP is prioritizing the elimination of legacy routers and end-of-life equipment, upgrading passive network infrastructure, and ensuring the security and integrity of communication facilities that support critical defense functions, such as the National Military Command Center and the Defense Red Switch Network. These efforts are designed to improve network capacity, reduce complexity, and enhance security across all levels of classification.
Voice, Data, and Video Modernization/Replacement is another major line of effort, with funding directed toward the migration of voice and video services to modern platforms, the refresh of AV and VTC hardware, and the implementation of advanced location-based services such as E-911. These upgrades support both fixed and mobile communications for Pentagon tenants and ensure reliable collaboration capabilities.
Secretary of Defense Communications (SDC) Critical Infrastructure Modernization is a specialized initiative within JSP, aimed at providing the Secretary of Defense and immediate offices with resilient, high-availability communications and situational awareness capabilities. This includes the procurement of critical IT equipment, mobile and desktop modernization, and the implementation of zero trust network access and application security tools. The goal is to maintain a high availability rate for mission-critical communications, consistent with National Leadership Command Capability (NLCC) requirements.
5G Modernization is a recent addition to JSP's objectives, supporting the deployment and continuous monitoring of private 5G networks at select locations. Funding supports hardware, software, installation, and integration to enable secure, high-speed, and low-latency communications, with a focus on integrating these networks with existing DISA security solutions. This initiative is intended to expand the mobile ecosystem for defense operations and provide enhanced capabilities for the warfighter.
