Description
The Joint Service Explosive Ordnance Disposal (EOD) program, part of the Navy's Research, Development, Test & Evaluation efforts, is focused on enhancing information superiority for Joint Service EOD and Combatant Commanders. Its primary objective is to develop comprehensive Technical Manuals (TMs) for Unexploded Explosive Ordnance (UXO), Improvised Explosive Devices (IED), Weapons of Mass Destruction (WMD), and various weapons systems. These manuals are essential for identifying key features, handling hazardous materials, and ensuring safety during EOD missions. The program supports the detection, location, access, identification, neutralization, and disposal or recovery of explosive threats that could impact military operations and personnel.

A significant goal is the development of Render Safe Procedures (RSP) and Disposal Procedures for both U.S. and foreign ordnance. This involves collecting and analyzing ordnance items and their components to create effective EOD procedures. The Secretary of the Navy oversees EOD Technology and Training as per DOD Directive 5160.62, which includes preparing, validating, and distributing all necessary EOD procedures and countermeasures through various publications and graphic aids.

The program also focuses on developing countermeasures for IEDs and WMDs by creating emerging technical manuals that outline tactics, techniques, and procedures to mitigate these threats. Ongoing efforts ensure continuous delivery of updated procedures to address new challenges in Great Power Competition (GPC) scenarios. Operating as a non-acquisition initiative, it emphasizes the timely provision of critical documentation without traditional acquisition milestones.

The Joint Service EOD program aims to maintain a robust framework for managing explosive hazards through advanced research and development activities. By continuously updating technical manuals and procedures, it ensures that military personnel are equipped with the necessary tools to handle evolving threats effectively.
