Description
The Joint Cyber Command and Control (JCC2) program, part of the Air Force's operational systems development, is focused on enhancing situational awareness and battle management for cyberspace operations. It aims to provide Combatant Commanders, Joint Force Commanders, and Service Component Commanders with integrated solutions for executing these operations. The primary objective is to enable and accelerate planning and collaboration between Cyber Mission Forces (CMF) and Combatant Commands (CCMD), thereby improving decision-making speed and reducing the time required for operational responses.
A key goal of JCC2 is to integrate Cyber Command and Control (C2) with joint, coalition, and inter-agency C2 systems to support multi-domain operations. This integration is expected to reduce planning time and enhance decision quality, ultimately shortening the kill chain. The program focuses on developing capabilities that address the needs of Cyber Mission Forces conducting cyber operations. To achieve this, JCC2 leverages a Continuous Integration/Continuous Deployment (CI/CD) framework that aligns development with warfighter requirements.
Development activities within JCC2 include rapid prototyping, software/hardware system development, and the integration of lab-developed cyber capabilities into operational environments. The program emphasizes testing and evaluation, risk reduction for emerging technologies, and the development of operational systems that meet specific capability requirements. Additionally, it supports program management through studies, analysis, pilots, demonstrations, and necessary civilian pay expenses to manage and deliver weapon system capabilities.
The acquisition strategy for JCC2 involves applying agile acquisition principles across design/engineering, testing, and delivery processes to rapidly provide Situational Awareness/C2 capabilities to warfighters. The program office utilizes both new and existing contract vehicles to streamline efforts while transitioning from distinct tools to an integrated joint C2 capability. This approach aims to reduce lifecycle costs, improve interoperability, and enhance information sharing across CCMDs by converging multiple mission systems onto a shared C2 hosting infrastructure under the Software Acquisition Pathway program.
