Description

The Javelin Advanced Anti-Tank Weapon System-Medium (AAWS-M) program is a key Army initiative under Program Element (PE) 0604611A. It focuses on research, development, test, and evaluation (RDT&E) to enhance the Javelin weapon system. The primary goal is to maintain and improve the Javelin's effectiveness as a man-portable, fire-and-forget, medium-range missile system capable of defeating armored vehicles, fortifications, and soft targets under a wide range of operational conditions. The system is designed to provide enhanced situational awareness and precision direct-fire capability for U.S. and allied ground forces.

A central objective of the Javelin program is to ensure the system remains effective against emerging threats and adversary countermeasures. This is achieved through ongoing software and hardware upgrades that address evolving battlefield requirements. The Javelin features a modular design, allowing for the integration of new technologies and capabilities as threats change. The system includes a reusable Command Launch Unit (CLU), a modular missile in a disposable launch tube, and associated training devices for both tactical and classroom environments.

Javelin System Improvements is a major line item within this program. Planned activities include continuing software and hardware enhancements, with a focus on reducing engagement time, increasing lethality, and improving the system's ability to counter new threats. A significant component of this effort is the Lightweight Command Launch Unit (LWCLU), which aims to reduce the physical burden on soldiers while increasing target identification range and overall system performance. Activities include completing Delta Qualification of the LWCLU and implementing critical software and hardware upgrades for the missile system.

Integration and Countermeasure/Threat Management is another critical aspect of the program. This line supports technical assessments, concept studies, documentation, prototype development, and risk mitigation activities. The objective is to ensure the Javelin system can maintain overmatch capability by addressing peer and near-peer adversary countermeasures. These efforts are informed by user feedback, operational testing, and studies conducted in collaboration with organizations such as the Fort Benning Maneuver Battle Lab.

The SBIR/STTR Transfer line item reflects compliance with statutory requirements to support small business innovation and research. While not a direct system improvement, this transfer ensures that a portion of program funds are allocated to foster innovation and technology development in the defense industrial base, in accordance with Title 15 USC 638.

The Javelin program is managed as an Army-led Acquisition Category (ACAT) IC Major Defense Acquisition Program (MDAP), with joint interest from other U.S. services and international partners. The acquisition strategy emphasizes incremental upgrades, with system improvements incorporated into production as Engineering Change Proposals (ECPs). The program leverages partnerships with the Javelin Joint Venture and other government agencies to execute development, testing, and integration activities.
