The LI 020400INTL - INTELLIGENCE SYSTEMS line item in the Department of Defense budget supports the United States Special Operations Command (USSOCOM) in the identification, procurement, and rapid fielding of intelligence equipment for Special Operations Forces (SOF). The overarching goal is to address deficiencies in providing timely, actionable intelligence to deployed SOF units. This line item encompasses a range of programs and systems focused on intelligence dissemination, sensor technologies, integrated threat warning, and tactical exploitation of national system capabilities, all of which are critical to the SOF mission set.
A major capability acquisition program is designed to equip SOF with advanced reconnaissance tools. The objective is to enable SOF operators and planners to visually and electronically acquire, identify, and track adversary movements and activities. The program employs an evolutionary technology insertion strategy, providing kits such as RSTA Sensor Kits, Tactical Reconnaissance Kits, Remote Observation Post Kits, Unmanned Ground and Maritime Sensors, and Austere Location Force Protection Kits. For FY 2026, the program justifies procurement of Unattended Ground Sensors, Tactical Reconnaissance Kits, Remote Observation Post Kits, Austere Location Force Protection Kits, and Unmanned Maritime Sensor Kits, supporting integrated deterrence and homeland defense priorities.
Another program provides SOF operational commanders and deployed forces with modular, mobile, and scalable information technology suites. The goal is to facilitate secure, automated data processing and display capabilities for situational awareness, mission planning, and command and control (C2). These suites include network servers, routers, switches, and specialized user applications, supporting both classified and unclassified information exchange. FY 2026 funding supports the replacement and integration of Heavy, Medium, and Light suites, extending SOF Information Environment services to the tactical edge and supporting lifecycle replacement needs.
A support program provides commercial off-the-shelf IT hardware and software for Military Information Support Operations (MISO). Its objectives include secure command and control, intelligence planning and analysis, video mapping, and automated intelligence dissemination. This program enables SOF to be more lethal, agile, and responsive by modernizing enterprise capabilities and implementing Zero Trust Initiatives. FY 2026 funding is allocated for expansion equipment, enterprise modernization, and cybersecurity enhancements, with a net decrease in funding due to an extended expansion timeline.
Another focus area is rapid acquisition of forensic identity operations capabilities, supporting the Find, Fix, Finish, Exploit, Analyze, and Disseminate (F3EAD) cycle. This includes Exploitation Analysis Capability (EAC) labs, biometric devices, and document/media exploitation tools, enabling SOF to collect, analyze, and share critical intelligence with foreign partners. FY 2026 funding supports procurement of EAC labs and biometric/forensic devices, with a slight increase to expand biometric device acquisition.
A program delivers ISR and analytical capabilities at the Joint Task Force level and below. It connects warfighters, sensors, and analytic tools to support strategic competition and counter violent extremist operations. FY 2026 funding supports the replacement of SIGINT PED kits, with an increase reflecting higher costs for advanced electronic components.
Other programs provide SOF with Group 1, 2, and 3 uncrewed aerial and ground systems, enhancing intelligence, surveillance, and reconnaissance capabilities. One program focuses on autonomous, AI-enabled systems for persistent ISR in denied environments, while another supports organic SOF ISR with UAS, mission kits, payloads, and training systems. FY 2026 funding is allocated for procurement and sustainment of these systems, with adjustments reflecting realignment of funds and emerging requirements. Classified programs within this line item also receive substantial funding, with details provided under separate cover, ensuring comprehensive support for SOF intelligence operations.
