ORION is a cloud-based, next-generation case management system that will document, manage, store, and report criminal investigative and counterintelligence information, supporting OSI personnel at global locations. The objectives for ORION include modernizing criminal indexing processes, reducing administrative burdens, and increasing standardization and integration with other Air Force, DoD, and criminal justice systems. ORION leverages cloud computing for scalability, security, and affordability, and is designed to be mobile-ready for secure, on-the-go access.
The system is built on a low-code/no-code enterprise platform, enabling rapid development and deployment, with future potential to serve as a broader case management solution for the Air Force. ORION's development follows an agile, phased approach, with continuous software updates, integration, and cybersecurity enhancements.
Interpersonal Self-Directed Violence Prevention (ISDVP) is managed by the Air Force Integrated Resilience Directorate (A1Z), which leads research, development, and analysis of ISDV prevention and resilience programming. The ISDVP program addresses IRC recommendations (2.3, 2.4, 2.6, 3.5) by implementing prevention strategies at organizational and community levels.
Key initiatives include the Tech-based Machine Learning Initiative for trend analysis, the Community Prevention Platform (CPP) for tracking community action plans, Peer-Network Resilience Training Program (PRTP) to modernize resilience training, Project Proficiency-based Sexual Assault Training (PSAT) for tailored education, and Sexual Assault Prevention Response Virtual Reality (SAPR V) for immersive training. The ISDVP program's objectives center on leveraging advanced technologies and data analytics to identify behavioral and cultural contributors to ISDV, modernizing prevention education and training, and improving evaluation processes.
Planned activities include developing and deploying software solutions to store and track community action plans, refining program evaluation markers, piloting career-long evaluation strategies, and integrating machine learning models to analyze climate surveys and feedback. The program also aims to use virtual reality and other advanced training techniques to enhance the effectiveness of prevention education.
The acquisition strategy for both ORION and ISDVP emphasizes agile development, rapid prototyping, and collaboration with subject matter experts from industry and academia. Contracting approaches focus on best value and rapid execution, with efforts to leverage existing Air Force Research Laboratory Small Business Innovation Research (SBIR) projects and Air University collaborations. The overarching goal is to deliver minimum viable capabilities early, refine them based on user feedback, and ensure compliance with relevant acquisition and cybersecurity frameworks.
