The Integrated Primary Prevention program, managed by the Department of Defense Human Resources Activity (DHRA), is a Defense-Wide initiative focused on research, development, testing, and evaluation (RDT&E) to prevent self-directed harm and prohibited abusive or harmful acts within the military. This program element supports the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) by funding strategy development, policy, oversight, manpower, research, program evaluation, and training related to sexual assault, harassment, suicide, retaliation, domestic abuse, and child abuse. The overarching goal is to strengthen the Department's ability to proactively address and prevent these issues through data-driven approaches, technology modernization, and standardized processes.
Personnel Support Programs (PSP) is a key project within Integrated Primary Prevention. PSP's objectives include modernizing the Defense Sexual Assault Incident Database (DSAID) and its Case Synopsis Module, which is used to track sexual assault case outcomes and meet statutory reporting requirements. The program aims to automate case tracking across all Services, provide National Guard access, and develop standardized reporting functionality. PSP also supports the integration of DSAID with ADVANA, the DoD's advanced analytics platform, to improve data-informed decision making and collaboration across Services. Additionally, PSP is responsible for the modernization and automation of the DoD Sexual Assault Advocate Certification Program (D-SAACP), streamlining credentialing processes for Sexual Assault Response Coordinators and Victim Advocates.
Office of People Analytics (OPA), Testing and Assessment, focuses on research and development of improved methods for assessing military compatibility and success. OPA's primary goal is to enhance the accuracy and predictive power of assessments used for military enlistment and performance, including the Joint-Service Tailored Adaptive Personality Assessment System (JS-TAPAS) administered to a large number of applicants annually. The program supports research into cognitive and non-cognitive predictors of success, including the use of artificial intelligence and machine learning to analyze factors such as social media content and personality constructs. OPA also plans to develop situational judgment tests and expand assessment tools for officer candidates, ensuring that recruitment and selection processes are aligned with military core values and operational needs.
Enterprise Data Services (EDS) focuses on enhancing data management and analytics capabilities for sexual assault prevention and response. EDS supported the modernization of DSAID's Case Synopsis Module, automation of case tracking, and development of standardized reporting for the National Guard Bureau. The project also initiated the integration of DSAID with ADVANA to create a single authoritative source for audit and business data analytics, enabling more effective oversight and program evaluation. Funding for D-SAACP modernization was realigned from EDS to Personnel Support Programs, reflecting a shift in project management and priorities.
Across all three projects, the program's objectives are justified by the need to comply with statutory requirements, improve operational efficiency, and enhance the effectiveness of prevention and response efforts. The modernization of data systems and credentialing workflows is intended to facilitate better information sharing, oversight, and tracking. Integration of advanced analytics and artificial intelligence supports more accurate assessment and decision making. These efforts are designed to create a more resilient and responsive personnel support infrastructure, ultimately contributing to the well-being and readiness of the Armed Forces.
The program also emphasizes the adoption of commercial best practices, advanced technology solutions, and security features, including compliance with DoD CIO Zero Trust requirements. Market analysis and research into similar capabilities outside the DoD are used to inform process improvements and technology selection. The acquisition strategy involves contract awards, vendor management, risk management, and baseline establishment to ensure timely and effective delivery of business systems.
