ETM focuses on four major capabilities: Installation Campus Area Network (ICAN) Modernization, Inside Plant (ISP), Outside Plant (OSP), and Army Enterprise Transport (AET). The ICAN Modernization upgrades network equipment such as switches, routers, and fiber optic cables to ensure robust IP connectivity across installations. ISP and OSP efforts address internal and external infrastructure, including power, HVAC, and cabling, to guarantee secure and reliable connectivity. The AET component, formerly known as Technical Control Facilities (TCF), enhances the connection between local users and the Department of Defense Information Network-Army (DODIN-A) Wide Area Network (WAN).
The I3MP-Europe (BU0510) line item supports comprehensive network modernization in the European theater. Funding will expand AGUN capabilities in Europe by providing hardware and integration for orchestrators, regional controllers, SD-WAN Edge sites, SD-LAN orchestrators, next-generation firewalls with Secure Access Service Edge (SASE) features, and remote access. The program also funds cybersecurity accreditation to achieve Authority to Operate (ATO) for AGUN. These upgrades are essential for supporting rotational Army units, mission partner environments, and the decommissioning of legacy Time Division Multiplexers (TDM).
The I3MP-Pacific (BU0520) line item delivers similar lifecycle network modernization for Army installations in the Pacific region. This funding supports the deployment of AGUN infrastructure, including orchestrators, controllers, SD-WAN and SD-LAN components, and cybersecurity enhancements. The program targets multiple Pacific locations and aligns with the Army and HQDA G6's five-to-seven-year lifecycle replacement objectives. These efforts ensure that infrastructure remains current and capable of supporting multi-domain operations.
The I3MP-CONUS (BU0530) line item is the largest component, dedicated to modernizing network infrastructure at numerous installations within the continental United States. This includes upgrades to IT infrastructure, communications systems, and support systems, as well as the implementation of hardware and software for GSN nodes, Multiple Independent Levels of Security (MILS), Multi-Site Connectivity (MSC), and End User Devices (EUDs). The program also funds the completion of Voice Modernization 2.0, which enables the Army to fully divest from legacy TDM systems and move to Voice over Internet Protocol (VoIP) solutions.
The Terrestrial Transmission (TT) (BU2000) program focuses on hardware modernization for the Army's Special Access Program Enterprise Portal (ASEP). ASEP is the Army's only Top Secret/SCI-accredited wide area network, supporting secure communications for Special Access Programs (SAPs) and Sensitive Activities (SAs). The funding supports technology refreshes at multiple sites and full IT hardware upgrades at two data centers, ensuring compliance with information assurance requirements and preventing obsolescence and vulnerabilities.
