Description

The Information Technology Development (PE 0605013N) program element supports the Navy's research, development, test, and evaluation (RDT&E) of advanced information technology (IT) systems across multiple mission areas. The overarching goal is to modernize, integrate, and secure Navy IT infrastructure, business systems, logistics, and operational support tools to enhance readiness, efficiency, and auditability. The program is composed of several major projects, each with specific objectives aligned to Navy and Department of Defense (DoD) strategic priorities.

2901: Navy Enterprise IT focuses on IT system modernization for the Department of the Navy Secretariat and Chief of Naval Operations. Key objectives include providing lifecycle IT support, information assurance, and cyber security for numerous organizations and users. Major initiatives include the Electronic Procurement System, which replaces legacy contract writing systems to ensure compliance with federal mandates for auditability and data interoperability, and the Next Generation Enterprise Network, which is redesigning Navy network architecture for enhanced security, cloud integration, and user experience. The program also supports digital decision tools to improve warfighting readiness assessment and programming decisions.

2903: NAVAIR IT addresses the development and integration of cyber security capabilities for Naval Aviation systems, including the establishment of a Cyber Planning and Response Center and a dedicated Red Team for vulnerability assessments. Other objectives include implementing the Digital Thread for lifecycle management of technical data, modernizing depot operations through the Digital Production Floor initiative, and expanding the use of Radio Frequency Identification for asset tracking. The program also supports additive manufacturing for rapid part production and readiness improvements, with this effort transitioning to a different budget activity in FY26.

2904: NAVSEA IT funds the Navy Maritime Maintenance Enterprise Solution, the core IT toolset for ship, submarine, and carrier maintenance planning and execution. The objectives are to modernize legacy applications, ensure audit compliance, integrate with Navy ERP, and support the transition to cloud-based environments. Projects include upgrades to scheduling, maintenance, and material management systems, as well as initiatives to improve data analytics, mobile access, and integration of 3D product models for advanced ship classes.

2905: BUPERS IT (MyNavy HR Transformation) is a comprehensive effort to overhaul the Navy's manpower, personnel, training, and education IT systems. The goal is to replace outdated business processes and IT systems with a modern, integrated portfolio organized into five pillars: Navy Personnel and Pay, Learning Stack, Enterprise Customer Relationship Management, Single Point of Entry, and Authoritative Data Environment. The program employs agile development and rapid prototyping to deliver minimum viable products, streamline HR services, improve auditability, and enhance the sailor experience from recruitment through retirement.

2953: Model Based Product Support (MBPS) supports the modernization of logistics IT, focusing on integrating ship and submarine readiness modeling, technical data management, and configuration management into a unified Navy Product Lifecycle Management environment. MBPS enables advanced digital twin analytics, predictive maintenance, and the migration of legacy systems to a secure, cloud-based infrastructure, directly impacting product sustainment and operational availability.

3026: ERP Convergence is a new start in FY26, funding the upgrade of the Navy Enterprise Resource Planning system to ERP+. The objective is to migrate all financial management operations to a modern platform, ensuring compliance with audit requirements, improving data accuracy, and enhancing user experience. This upgrade is critical for sustaining Navy-wide financial operations, supply chain management, and readiness reporting as legacy systems reach end-of-life.

3167: Joint Technical Data Integration (JTDI) provides a common data transport solution for logistics IT, enabling the delivery and management of technical data to maintainers across all operational environments. JTDI supports digital transformation objectives, automates the movement of condition-based maintenance data, and reduces manual library management burdens. It also funds Marine Aviation Logistics Enterprise Information Technology, which modernizes expeditionary aviation logistics for the Marine Corps.

9406: Maintenance Data Warehouse funds the digital transformation of Naval Aviation maintenance and logistics data systems, including the Aviation Logistics Environment, DECKPLATE data warehouse, Condition Based Maintenance Plus, and the Vector analytics suite. These efforts aim to automate manual processes, provide authoritative data for readiness decisions, and support cloud integration and advanced analytics for fleet sustainment.
