Description
The Information Technology Development - DoD Healthcare Management System Modernization (DHMSM) program, managed by the Defense Health Agency, is focused on updating the Department of Defense's healthcare management systems. The main goal is to implement a commercial electronic health record (EHR) solution that is open, modular, and standards-based. This initiative supports the Department's goals by enhancing connectivity, ensuring interoperability among DoD users and partners, and safeguarding sensitive information.

The DHMSM program aims to improve healthcare delivery for DoD practitioners and beneficiaries through several objectives. These include enhancing clinical workflows and decision support for providers. The program also focuses on capturing, maintaining, using, protecting, preserving, and sharing health data effectively. Additionally, it ensures that health data retrieval and presentation are meaningful for EHR users regardless of where patient records are stored. This approach facilitates better analysis and management of health information across various domains such as population health, military medical readiness, clinical quality, disease management, and medical research.

Planned activities for the DHMSM program include test planning for new interfaces and semi-annual releases in FY 2024 and FY 2025. The program emphasizes identifying new capabilities to enhance the MHS GENESIS baseline while executing a continuous capability delivery model. This model is designed to keep the Military Health System at the forefront of Health IT by developing new capabilities aligned with evolving technological advancements.

The acquisition strategy for DHMSM involves evaluating and employing appropriate business, technical, contract, and support strategies to minimize costs and reduce risks while adhering to schedule constraints. The strategy is subject to revision based on periodic reviews or significant decisions to ensure alignment with objectives. Through these efforts, DHMSM aims to deliver high-quality healthcare services efficiently across all DoD operational environments.
