Information Systems

The Information Systems program under Line Item 9200BB8650 in the FY 2026 Army budget is designed to provide comprehensive procurement of commercial-off-the-shelf (COTS) information technology solutions supporting Military Construction Army (MCA) and Sustainment, Restoration, and Modernization (SRM) projects. Its overarching goal is to ensure Army installations have robust, standardized IT infrastructure for voice, data, audio/visual systems, and networks. This enables mission readiness and operational capability for both the operating and generating forces. The program covers engineering, quality assurance, and integration services, with a focus on delivering consistent processes and procedures across Army-wide facilities.

The PROPONENT/MISSION IT-MCA/PHYSICAL RELOCATION (B31510) element funds organization-unique command and control IT requirements necessary for relocating and equipping units in conjunction with MCA or SRM projects. The objective is to ensure that new or renovated facilities are mission-ready prior to occupancy. This includes procurement of end-user devices such as telephones, computers, display walls, secure data switches, teleconferencing systems, and infrastructure upgrades. Procurement supports several major projects, including the Intelligence & Security Command (INSCOM) SCIF space at Fort Belvoir, ARCYBER's new Information Systems Facility at Fort Johnson, AMC's Powertrain Facility at Corpus Christi, USFK's Command Post TANGO in South Korea, USARPAC's Multi-Domain Task Force facilities in Hawaii, and USMA's Academic Building Upgrade Program at West Point.

INSCOM receives funding for mission unique equipment supporting the renovation of the Nolan Building Phase IV, including switches, virtual desktop systems, computers, monitors, phones, printers, large screen displays, and video conferencing equipment. This supports secure operations and specialized intelligence functions for INSCOM HQ, MIRC, and the 1st IO Command. ARCYBER is allocated resources for routers, switches, virtual desktop systems, computers, data storage, and facility infrastructure upgrades such as HVAC, CRAC, UPS, and generators to support NETCOM-owned IT and installation-wide network services.

AMC funding supports IT equipment for the Army Materiel Command's Powertrain Facility and other installations, focusing on switches, computers, phones, cabling, and audio/visual systems to enhance base operations and critical infrastructure. USFK receives support for IT requirements at Command Post TANGO, emphasizing secure connectivity, training infrastructure, and mobilization capabilities. USARPAC funding is directed at IT needs for Multi-Domain Task Force facilities, enabling advanced training and deployment operations. USMA funding covers IT modernization for academic and administrative buildings, supporting innovative educational delivery and intellectual development.

The INFORMATION SYSTEMS (MCA SUPPORT) (BB1400) element provides worldwide IT infrastructure for common user voice and data in support of the MCA program. The goal is to supply non-tactical information systems equipment and services for Army base operations, including Unified Capability systems, network transport infrastructure, end-user devices, secure data switches, and gateways for classified connectivity. Funding ensures facilities have all necessary IT infrastructure and equipment for full operational usability, supporting Active Army, Army Reserves, and Army National Guard with NIPRNet, SIPRNet, and other IT services.

The INFORMATION SYSTEMS (CONUS/WESTERN HEM) (BB8700) element supports SRM projects with procurement of Unified Capability switches, network transport infrastructure, end-user instruments, and secure data gateways. The objective is to provide standardized IT infrastructure for Army installations in the continental United States and Western Hemisphere, enabling consistent integration and delivery of voice, data, imagery, and network capabilities. This program also fulfills statutory requirements under Section 1815 of the FY 2008 National Defense Authorization Act for homeland defense, emergency response, and military support to civil authorities.
