The Industrial Facilities program, under Line Item 0572EP1000, is a critical component of the Army's Ammunition Production Base Support, with the overarching goal of modernizing, sustaining, and expanding the Army's ammunition industrial base. Managed by Project Lead Joint Services under the Joint Program Executive Office Armaments and Ammunition, this program funds projects at Government-Owned, Contractor-Operated (GOCO) and Government-Owned, Government-Operated (GOGO) facilities. The objectives are to replace obsolete equipment, correct infrastructure deficiencies, expand production capacity, and ensure regulatory compliance. These efforts help secure a reliable and responsive supply of conventional ammunition for the warfighter.
The Provision of Industrial Facilities (PIF) program focuses on establishing, augmenting, and improving ammunition production capabilities through modernization, construction, and equipment upgrades. Planned projects include electrical upgrades and wastewater treatment modernization at Holston Army Ammunition Plant, procurement of production equipment for the 6.8mm Ammunition Production Facility at Lake City AAP, and the construction of a new Energetic Waste Incinerator at Lake City. These initiatives address aging infrastructure, increase production resilience, and support rapid replenishment of munitions stocks, including those provided to U.S. allies.
The Layaway of Industrial Facilities (LIF) program ensures the preservation, storage, and movement of real property and equipment at both active and inactive ammunition installations. Funding supports the consolidation and redistribution of layaway production equipment, retention of critical technical data, and safety-related decontamination and demolition activities. The program also includes site assessments and the preservation of operational knowledge, which are essential for reactivating production lines in response to future requirements or surge demands.
The Maintenance of Inactive Facilities (MIF) program provides ongoing care for facilities and equipment that are not currently in production but are retained for future use. This includes maintenance of utilities, buildings, special tooling, and test equipment at GOCO and GOGO AAPs, as well as the Quad Cities Cartridge Case Facility. Funds support routine maintenance activities such as fire protection, equipment security, grounds upkeep, and administrative support. These measures ensure assets remain serviceable and ready for reactivation if needed.
Across the industrial base, specific facility projects are tailored to address unique operational needs. At Holston AAP, projects include upgrades to electrical substations, wastewater systems, compressed air facilities, and the construction of a thermal destruction system for ammonium nitrate solution. Iowa AAP is modernizing artillery and tank ammunition production lines, while Lake City AAP is expanding small caliber ammunition manufacturing and constructing new waste treatment facilities. Radford AAP is upgrading electrical distribution, water intake, and tie-line infrastructure to enhance power reliability and production continuity. Scranton AAP is focused on roof repairs, rainwater collection modernization, and expansion of artillery metal parts production.
Additional efforts under this line item include engineering studies, design work, and quality of work environment upgrades at multiple sites, as well as major maintenance projects to remediate environmental hazards and replace outdated infrastructure. The replacement of test instrumentation at Yuma Proving Ground and Aberdeen Test Center is also supported. Modernization at contractor-owned facilities, such as the Goex black powder plant and TNT manufacturing expansion, is included to reduce reliance on foreign sources and ensure domestic production capacity for critical munitions components.
