Description

The IMPROVED RECOVERY VEHICLE (M88 HERCULES) program is a key component of the Army's tracked combat vehicle modernization efforts, as detailed in Budget Line Item 3700GA0570. The primary goal of this program is to procure and upgrade the M88 Family of Vehicles (FoV), specifically focusing on the M88A2 and the transition to the M88A3 configuration. These vehicles are essential for battlefield single vehicle recovery (SVR) operations, providing maintenance support, towing, winching, and hoisting capabilities for heavy tanks and other tracked combat vehicles. The program addresses the need for enhanced recovery capability due to the increasing weight of modern combat vehicles, such as the Abrams tank, which can reach up to 80 tons with force protection kits applied.

The program's objectives include the procurement of new M88 vehicles, government furnished equipment, and modification kits to support operational readiness and safety improvements. Funding supports not only the acquisition of vehicles but also engineering, logistics, testing, and program management activities necessary for production and fleet modifications. These modifications are designed to improve reliability, operational readiness, and vehicle recovery operations as identified by field units and approved by the Materiel Developer and Combat Developer.

One of the central technical objectives is the implementation of Engineering Change Proposals (ECPs) to upgrade the M88A2 chassis to the M88A3 configuration. The ECPs incorporate non-developmental technologies such as a new power train (engine and transmission), improved suspension, and enhanced track systems. These upgrades are intended to restore the Army's SVR capability for 80-ton vehicles, eliminating the need to use two M88A2 vehicles for a single recovery operation. The enhanced winching and lifting capacity of the M88A3 will ensure that all Abrams variants can be recovered efficiently and safely.

The Combat Recovery System (CRS) program element within this line item provides funding for procurement, fielding, engineering, design, testing, and hardware acquisition. It also supports modification work orders to resolve safety, reliability, and operational issues. The program includes production facilitization updates and improvements at the Vehicle Upgrade and Overhaul Center in Anniston, AL, and with associated vendors. These efforts ensure that the manufacturing and upgrade processes remain efficient and responsive to evolving Army requirements.

Procurement history indicates that BAE Systems in Anniston, AL, is the primary contractor for M88 vehicle manufacturing, with contracts awarded through the Detroit Arsenal. The planned procurement includes eight vehicles, reflecting increased costs due to smaller contract quantities compared to previous years. The program also accounts for initial spares, authorized stockage list parts, and logistics support to ensure smooth fielding and sustainment of the upgraded vehicles.

Justification for this budget line is rooted in statutory requirements, specifically section 1815 of the FY 2008 National Defense Authorization Act, which mandates that these vehicles be available for homeland defense missions, domestic emergency responses, and military support to civil authorities. The program supports both active and reserve components, ensuring that the Army maintains robust recovery capabilities across its force structure.
