Description

The Ground Mobility Vehicles (GMV) program is a key component of the Army's tactical vehicle modernization efforts, as reflected in Budget Line Item 3484D15501. The primary objective of this program is to procure and field Infantry Squad Vehicles (ISV) and their utility variants (ISV-U) to enhance the tactical mobility of Brigade Combat Teams (BCTs) and the 75th Ranger Regiment. These vehicles are designed to rapidly transport infantry squads and their equipment across diverse operational environments, supporting crisis response, initial entry, and decisive action missions.

The ISV's ability to deploy by sea, air, and land provides the Army with increased flexibility to counter anti-access strategies and operate from multiple austere entry points. The program allocates funding to support the procurement of ISV-U vehicles and associated kits. This procurement is managed by the Army's Other Procurement appropriation, specifically under Tactical and Support Vehicles. The program's goals include acquiring the vehicles themselves and funding critical support elements such as anti-lock braking systems, electronic stability control, winches, windshields, contractor system engineering and program management, spares, total package fielding, interim contractor support, engineering change proposals, retrofits, logistics product development, system technical support, and testing. These objectives ensure that the vehicles are delivered with the necessary capabilities and support infrastructure for effective fielding and sustainment.

The Infantry Squad Vehicle (ISV) variant is central to the GMV program's modernization strategy. The ISV is intended to enable infantry squads to operate dispersed over greater distances, achieve positions of advantage, and transport mission payloads at required speeds and survivability levels. The ISV also supports charging of critical equipment, forward resupply, and casualty evacuation (CASEVAC), thereby increasing the operational effectiveness and resilience of infantry units. The Army Acquisition Objective (AAO) for ISV is several thousand vehicles, with an approved procurement objective of a substantial number of units, highlighting the scale and long-term commitment to this capability.

The Infantry Squad Vehicle Utility (ISV-U) variant is a specialized version designed to provide additional utility and support functions. In a previous fiscal year, a small number of ISV-U vehicles were procured as fieldable test assets, while the upcoming procurement is budgeted at a lower unit cost due to economies of scale and base production efficiencies. The ISV-U procurement supports the Army's transformation initiative by delivering vehicles that meet operational requirements for mobility, survivability, and mission support in both permissive and non-permissive environments.

Supporting elements of the GMV program include logistics development, engineering change proposals (ECPs), fielding, program management, system technical support, and test and evaluation. Logistics development funding supports the completion of operator and field maintenance technical manuals, provisioning, and packaging records. ECPs are funded to accommodate modifications related to increased vehicle quantities and new equipment such as universal battery chargers and vehicle covers.

Fielding funds are allocated for total package fielding, new equipment training, transportation, spares, and interim contractor support, reflecting the substantial increase in vehicle fleet size. Program management costs cover both government and contractor management activities, with increases attributed to the expanded scope of work and additional manpower required for the ISV-U variant. System technical support funding ensures that technical issues are addressed and resolved, while test and evaluation support is increased to facilitate comprehensive testing of the ISV-U. The procurement schedule indicates that General Motors Defense, based in Concord, NC, is the primary contractor, with production rates and delivery schedules structured to meet the Army's minimum sustainment rate and operational requirements.
