Description

The Global Theater Security Cooperation Management Information Systems (G-TSCMIS) program, managed by the Defense Security Cooperation Agency (DSCA), is a Department of Defense (DoD) initiative focused on developing and sustaining a centralized, web-based management information system to support the full spectrum of Security Cooperation (SC) activities. The program's primary objective is to provide a unified platform now known as Socium for decision makers, planners, and users across the SC enterprise, including Combatant Commands (CCMDs), Military Departments, and Defense Agencies, to view, manage, assess, and report on SC activities and events. This system aims to enhance oversight, reduce duplicative data entry, and improve data-driven decision-making across a large number of SC activities annually.

The Socium successor system was developed in response to longstanding requirements for improved SC activity life-cycle management, alignment to strategic guidance, and the ability to institutionalize a common operational picture. Socium is designed to be adaptable and scalable for all SC organizations, with interfaces to authoritative data sources (ADS), and to support the reporting and management needs mandated by the National Defense Authorization Act for FY 2017. This legislation consolidated SC authorities under Title 10, Chapter 16, significantly expanding the DoD's responsibilities in managing diverse and complex SC activities.

In FY 2024 and FY 2025, DSCA focused on enhancing Socium's capabilities to increase user adoption and system integration. Key improvements included new workflows for various legal authorities, the addition of a 5-Year Plan tool, objective tree, country-specific pages, and new Geospatial Information System (GIS) dashboards for risk analysis and global health engagements. Socium's integration with other systems, such as EUCOM's Concept Funding Request (CFR) and AFRICOM's Systems Integration Tool (ASIT), as well as the establishment of a test link with the Command and Control of the Information Environment (C2IE), further supports comprehensive SC planning and execution.

The FY 2026 objectives for Socium include continued capability and functional enhancements, such as authority-specific Congressional reports, expanded partner nation information, social network analysis, tranche analytics, improved Training and Equipment List (TEL) features, and automation of Resource Allocation Plans. Additional planned improvements involve integrated chat functionality and further interfaces with ADS and GIS systems to better integrate planning, budgeting, resourcing, assessment, monitoring, and evaluation of SC activities. These enhancements are intended to address emerging requirements identified by the user community and to support the evolving needs of the SC enterprise.

A significant focus of the program is on expanding the Assessment, Monitoring, and Evaluation (AM&E) framework within Socium. Planned enhancements include structured pre-design for Significant Security Cooperation Initiatives (SSCIs), capability assessment features, and improved performance monitoring plans. These features are designed to provide greater visibility into the effectiveness of Building Partnership Capacity (BPC) programs and to support data-driven oversight and reporting.

Socium also aims to reduce the administrative burden on thousands of users by streamlining data entry and reporting processes. The acquisition strategy for Socium was developed after extensive market research determined that no single commercial or government off-the-shelf solution could fully meet the SC enterprise's requirements. DSCA adopted an innovative approach using an Other Transaction Agreement through a consortium, which increased competition, maximized savings, and allowed for flexible, phased development. This strategy resulted in the deployment of both unclassified and classified minimum viable products, followed by regular system releases and data integrations to incorporate feedback and meet evolving operational needs.

The G-TSCMIS/Socium program is intended to serve as the DoD's central information hub for security cooperation, supporting more effective planning, execution, and oversight of SC activities worldwide. By integrating with multiple authoritative data sources and systems, and by providing tailored workflows and analytics, Socium is positioned to enhance the efficiency and effectiveness of U.S. security cooperation efforts, in alignment with both legislative mandates and executive guidance on government efficiency and cost effectiveness.
