Description

The Force Provider program is a key line item in the Army's Other Procurement budget, specifically under Combat Service Support Equipment. Its primary goal is to deliver a fully integrated, scalable, and rapidly deployable life support capability for Army Service Component Commands (ASCCs). The Force Provider system is designed to support critical operational plan requirements by providing global force projection capabilities. This enables the Army to respond to near-peer engagements and other missions within 24-48 hours. The system is currently deployed in multiple theaters and is essential for supporting personnel in austere and remote expeditionary environments.

The main objective of the Force Provider program is to ensure that deployed soldiers have access to comprehensive life support, including billeting, food service, hygiene facilities, power generation and distribution, as well as petroleum and water storage. Each Force Provider module is fully containerized and transportable by rail, sea, land, and air, using platforms such as the C-130, C-17, or C-5A aircraft. This high degree of mobility and modularity allows the Army to quickly establish base camps and support operations in diverse environments. The system can also be equipped for extreme cold with the addition of Cold Weather Kits (CWKs).

The program supports a variety of missions, such as base camps for enforcement and peacekeeping, theater reception and redeployment, intermediate staging base operations, and humanitarian aid or disaster relief. Each module is configured to support either 150 soldiers or can be broken down into 50- or 75-soldier expeditionary subsets, providing flexibility to meet specific mission requirements. Optional kits, including Resource and Operational Energy Efficiency Kits, Power Generation and Distribution Kits, and Prime Power Kits, further enhance the adaptability and sustainability of the system.

The Force Provider acquisition objective is to procure a total of 257 modules, each capable of supporting 150 soldiers. This includes Force Provider Expeditionary (FPE) 150-Soldier modules, Energy Efficient Rigid Wall Modules (E2RWM) for 150 soldiers each, and Expeditionary Platoon Life Support Modules (EPLSM) for 75 soldiers each. These procurement targets are intended to ensure that the Army can meet both current and anticipated operational demands, supporting both active and reserve components.

Funding for the Force Provider program in recent fiscal years has supported the procurement of these modules, with quantities and funding levels adjusted based on operational priorities and available resources. The program did not request additional funding for FY 2026, indicating that current procurement objectives are being met or that the program is transitioning to sustainment and modernization phases.

The justification for the Force Provider program is grounded in its critical role in supporting homeland defense missions, domestic emergency responses, and military support to civil authorities, as mandated by Section 1815 of the FY 2008 National Defense Authorization Act. The system's rapid deployability, scalability, and resource efficiency make it a vital asset for both overseas operations and domestic contingencies. Its continued procurement and modernization ensure that the Army remains prepared to support a wide range of missions in diverse and challenging environments.
