Description

The Family of Boats and Motors (FoBaM) program is a key procurement initiative within the Army's Other Procurement budget, specifically under the Engineer (Non-Construction) Equipment sub-activity. The primary objective of FoBaM is to modernize and replace legacy watercraft systems to support critical ground combat operations, particularly division wet gap crossings. This capability is essential for enabling Army units to traverse water obstacles efficiently during large-scale operations. It directly supports Soldier lethality and operational mobility.

FoBaM encompasses several distinct platforms: the 7-person Inflatable Combat Raiding Craft (I-CRC), the 15-person Inflatable Combat Assault Craft (I-CAC), the Common Motor, and the Rigid Inflatable Boat (RIB). Each component is designed to fulfill specific operational roles. The I-CRC and I-CAC provide rapid, flexible transport for small and medium-sized units, while the Common Motor ensures standardized propulsion across the fleet. The RIB offers enhanced durability and performance for more demanding missions.

For Fiscal Year 2026, the Army's acquisition objective includes units for the 7-person I-CRC, the 15-person I-CAC, the Common Motor, and the RIB. The FY 2026 budget request does not include funding for the Common Motor or the 15-person I-CAC, as indicated by the justification notes. The focus for the current fiscal cycle is on procuring remaining quantities of the other platforms to continue replacing outdated equipment and meeting operational requirements.

In FY 2024 and FY 2025, procurement quantities were authorized for these platforms. These investments are intended to incrementally build up the Army's inventory of modern watercraft, ensuring that units are equipped with reliable and effective platforms for wet gap crossing and related missions. The procurement strategy emphasizes phased acquisition to align with evolving operational needs and budget constraints.

The 7-person Inflatable Combat Raiding Craft (I-CRC) is specifically designed for rapid deployment and maneuverability, supporting small unit operations such as reconnaissance, raiding, and quick-response missions. Its lightweight, inflatable design allows for easy transport and launch in diverse environments, making it a versatile asset for Army engineers and combat teams.

The Rigid Inflatable Boat (RIB) is intended for more robust operations, offering increased stability, speed, and payload capacity. The RIB is particularly suited for missions requiring higher durability and performance, such as sustained patrols or transport of heavier equipment and personnel. Its inclusion in the FoBaM program reflects the Army's commitment to maintaining a flexible and capable fleet for a range of operational scenarios.

The Family of Boats and Motors program is justified by the need to replace aging watercraft systems and to equip Army units with platforms that enhance mobility, survivability, and mission effectiveness in wet gap crossing operations. The program supports the Army's broader modernization goals and ensures readiness for large-scale ground combat operations where water obstacles present significant tactical challenges. Continued investment in FoBaM aligns with the Army's strategic priorities and addresses identified capability gaps in engineer support equipment.
