Description

The FABT FORCE ELEMENT TERMINAL (FET) program is a key initiative within the Department of Defense budget, specifically targeting the modernization and integration of secure communications terminals for strategic airborne platforms. The program, previously managed under the Space Force's procurement accounts, has been transferred to the Air Force as of November 2024, following a memorandum signed by the respective Service Acquisition Executives. This transition is part of a broader effort to streamline acquisition and sustainment responsibilities for advanced Military Satellite Communication (MILSATCOM) systems.

The primary goal of the FABT FORCE ELEMENT TERMINAL (FET) program is to replace legacy Ultra High Frequency (UHF) Milstar terminals with the more advanced AN/USQ-225 weapon system. This modernization is essential for providing secure, protected, and survivable communications capabilities to the strategic warfighter, particularly in support of Nuclear Command, Control, and Communications (NC3) operations. The FET ensures that both nuclear and non-nuclear communications remain resilient against jamming and interception, leveraging Low Probability of Detect (LPD) and Low Probability of Intercept (LPI) technologies.

A significant objective of the FET program is to achieve interoperability with current and future satellite constellations, including the Advanced Extremely High Frequency (AEHF) system and the Enhanced Polar Systems Recapitalization (EPS-R). By supporting these advanced waveforms and integrating them onto platforms such as the B-52 aircraft, the program enhances the Air Force's ability to maintain global, survivable communications in contested environments. This capability is critical for ensuring the effectiveness of the United States' strategic deterrence posture.

The program also supports ongoing modernization efforts for the overall Air Force NC3 weapon system, ensuring that new terminals can be integrated into multiple legacy platforms and other acquisition programs. This integration is designed to provide a seamless transition from older systems, minimizing operational disruptions and maximizing the return on investment for both current and future capabilities. The program's approach aligns with Department of Defense priorities for resilient and adaptable command and control infrastructure.

The FET program was initially executed as a Middle Tier of Acquisition (MTA) under the Space Force, allowing for rapid prototyping and fielding of critical capabilities. As the program matures, it is planned to transition to the Major Capability Acquisition (MCA) pathway, which will support the follow-on production and sustainment phases. This transition reflects the program's progression from development to full-rate production and operational deployment.

Funding for the FET program in recent years supported ongoing modernization, integration, and production activities. No funding is requested under the Space Force procurement account for the upcoming fiscal year due to the program's transfer to the Air Force's Aircraft Procurement account. This shift in funding responsibility ensures continued support for the program's objectives while aligning with the new organizational structure.
