Description

The F-15 Modification Program (LI F01500) is a line item in the Air Force's Aircraft Procurement budget, specifically under the Modification of Inservice Aircraft subactivity. Its primary goal is to fund upgrades and modifications to the existing fleet of F-15C, F-15D, and F-15E aircraft, which as of June 2025 includes 92 F-15C, 7 F-15D, and 217 F-15E models. The overarching objectives are to improve operational capability, reliability, maintainability, and flight safety, while also addressing issues related to diminishing manufacturing sources (DMS). These modifications are essential for maintaining the F-15 fleet's effectiveness in homeland defense, domestic emergency response, and military support to civil authorities, as mandated by Section 1815 of the FY 2008 National Defense Authorization Act.

Advanced Display Core Processor (ADCP II-E) is a central focus of the modification program, providing the F-15E with enhanced memory, processing throughput, and input/output bandwidth. This upgrade is critical for supporting Operational Flight Program growth and enabling full exploitation of the APG-82(V)1 radar's capabilities, such as increased target tracking and mode simultaneity. The ADCP II is also a prerequisite for other modernization efforts, including MIDS-JTRS, MUOS/SATURN, EPAWSS, and future software suites. Funding supports continued contractor support, field service labor, and repair materials, with Warner-Robins Air Logistics Complex designated as the organic repair site.

F-15E MUOS/SATURN Capability Improvement addresses the need for secure, modern satellite communications and tactical UHF radio capability. The Mobile User Objective System (MUOS) and SATURN upgrades replace legacy systems that no longer meet NSA and DoD compliance standards. These upgrades enable secure communications in degraded or denied environments and ensure interoperability with NATO and coalition partners. The program procures ARC210 Generation 6 radios and delivers them for installation, with accelerated timelines to meet DoD-wide mandates. The plan is to modify 156 F-15E aircraft, with installations occurring at multiple locations.

F-15E Data Transfer Module II (DTM II) is designed to overcome technical limitations and obsolescence in the current data transfer system. DTM II enhances mission planning, weapons employment, data storage, and cyber security, while replacing aging mapping systems and updating interfaces. The program supports procurement of shipsets, support equipment, and government-furnished property for 155 F-15E aircraft. Funds are directed toward shipset procurement, activation of modification lines, and commencement of aircraft modifications, following recent technical audits and milestone approvals.

Legion Pods Capability Improvement is a new start program aimed at equipping F-15E/EX aircraft with passive infrared search and track capability. Legion Pods allow the aircraft to detect and track objects by infrared radiation, complementing radar systems to improve survivability and lethality against air-to-air threats. This upgrade is particularly important for enabling 4th generation fighters to operate effectively in contested environments alongside newer 5th and 6th generation platforms. Funding supports procurement and optimization of Legion Pods for air-to-air scenarios, enhancing sensor cueing and threat detection.

Other notable modifications funded under LI F01500 include radar modernization programs for F-15E and F-15C/D, upgrades to flight data recorders, improvements to secondary power systems, cabin pressure indicators, and service life extension efforts such as SLEP longerons. Additional investments are made in training system upgrades, cryptographic modernization, and low-cost retrofit modifications to address emerging needs and maintain fleet readiness. The program is managed by the Air Force Life Cycle Management Center and leverages both organic and contractor support for installation and sustainment. The budget reflects a strategic prioritization of capability improvements, compliance with federal mandates, and alignment with broader Department of Defense modernization goals.
