The Enterprise Platform and Capabilities Software Pilot Program (PE 0608140D8Z), managed by the Office of the Secretary of Defense, is a new Research, Development, Test & Evaluation (RDT&E) initiative designed to enhance the Department of Defense's (DoD) ability to access, analyze, and act upon data across the enterprise. The program consolidates prior efforts under a single budget activity to improve management and delivery of software-centric capabilities, with a focus on data, analytics, and artificial intelligence (AI) tools. The Chief Digital and Artificial Intelligence Office (CDAO) is the primary agency responsible for execution, working in coordination with other DoD offices and stakeholders.
Advana Infrastructure is the largest component of this program. Its primary objective is to sustain and modernize the Advana enterprise data, analytics, and AI platform, which serves as a government-owned, contractor-operated data stack supporting a rapidly expanding user base. Advana's goals include enabling self-service data and analytic work, integrating security features, and supporting multi-cloud deployments to reduce technical debt. The platform underpins critical business, readiness, and warfighting functions, including audit, incident response, and AI enablement for Combatant Commands and Office of the Secretary of Defense (OSD) staff. Funding will also support a diversified acquisition strategy to integrate commercial capabilities and expand vendor participation.
Business Mission Analytics aims to empower DoD organizations to leverage data, analytics, and AI for improved decision-making across business and operational domains. This project funds the development and delivery of analytics products for Joint customers, including Combatant Commands, the Joint Staff, and OSD Principal Staff Assistants. Key objectives include procuring data scientists, engineers, and application development resources to build high-quality, enterprise-impact products. The initiative is designed to scale support for new and existing customers, emphasizing a platform- and tool-agnostic approach to maximize flexibility and reach.
SUNet (Secure Unclassified Network) provides a government-owned, off-DODIN (Department of Defense Information Network) platform for secure, unclassified computing and networking. SUNet is critical for supporting Combatant Commands, interagency task forces, and fast-moving AI missions that require capabilities not available through other agency-specific networks. The platform adheres to DoD Risk Management Framework (RMF) standards and supports data at the Controlled Unclassified Information (CUI) level and below. Planned activities include technical modernization, platform growth, and enhancements to support digital collaboration between DoD and Congress, such as budget submission and data exchange.
The Data Reform Initiative (Analysis Working Group, AWG) is focused on strengthening the analytic enterprise within the DoD. The AWG supports the Secretary and Deputy Secretary of Defense by guiding analytic reforms, improving data sharing, and enhancing knowledge management. The project funds analytic research, new tools, training, and studies to advance data and AI adoption. Objectives include prioritized studies, modeling and simulation improvements, and infrastructure upgrades to ensure robust, high-quality analysis for senior leader decision support.
