Description

LI 8161 Enterprise Information Technology is a Navy budget line item focused on delivering and modernizing Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance / Information Technology (C4ISR/IT) capabilities for shore-based platforms. The program is managed primarily by the Naval Information Warfare Systems Command (NAVWAR) and the Shore & Expeditionary Integration Program Office (PEOC4I), serving as the Navy's subject matter experts for Information Warfare (IW) Shore Platform integration. The overarching goal is to ensure assured command and control, secure voice, video, and data communications, precise timekeeping, and intelligence support services for both strategic commanders and warfighters operating afloat and ashore.

NAVWAR IW Shore Platform projects under this line item include advanced planning, architecture design, integration, and installation for multiple Military Construction (MILCON) efforts. These projects are designed to host dozens of integrated systems at each site, providing uninterrupted communications and connectivity to operational naval forces. Each platform's design is tailored to specific operational requirements, with funding supporting critical design reviews, installation readiness, and transition to full operational capability.

NAVIFOR P-013 Wahiawa Shorebased Enhancements MILCON is a key project providing Sensitive Compartmented Information Facility (SCIF) space for three US Indo-Pacific Command (PACOM) Cyber Protection Teams. This facility is essential for supporting cyber, signals intelligence, and information operations missions in the Pacific Fleet area of responsibility. The project addresses current inadequacies in SCIF space, ensuring compliance with United States Cyber Command (USCYBERCOM) standards and supporting both general services and top-secret configurations for Navy Information Operations Command Hawaii (NIOC HI).

Telephony Modernization is another major objective, driven by the Department of Defense Chief Information Officer (DoD CIO) mandate to transition from legacy Time Division Multiplexing (TDM) systems to Internet Protocol (IP)-based communications. This effort includes procurement and integration of Commercial-Off-The-Shelf (COTS) hardware and software to enable Unified Capabilities (UC), such as Voice over Internet Protocol (VoIP), Voice over Secure Internet Protocol (VoSIP), and secure video teleconferencing. The modernization plan addresses cyber vulnerabilities, obsolescence, and end-of-life issues, consolidating system footprints and ensuring continued support for tactical and enterprise voice/video capabilities on both classified and unclassified networks.

IP Conversion (OCONUS) and Centrex Modernization initiatives are targeted at transitioning legacy base connections at overseas Navy bases and replacing expiring commercial TDM services with Navy-owned VOIP solutions. These efforts ensure connectivity to local Internet Service Providers (ISP) for public safety communications, including support for emergency 911/reverse-911, alarms, sensors, and other critical base services. The modernization of Centrex services, which often rely on vendor-owned hardware, is necessary due to the elimination of large customer bases and the need to maintain uninterrupted communications for base operations.

Telephony Installations and Production Support funding supports the deployment and sustainment of upgraded telephony infrastructure, including installation costs for TDM-to-IP conversions and ongoing production support. These installations are critical for enabling services such as emergency response, mass notification systems, and industrial control networks. The program also includes non-recurring engineering, material, and installation costs, ensuring the transition of Centrex users and legacy systems to modern, supportable platforms.
