Description

The Enterprise Information Services (EIS) program, under Program Element (PE) 0308602F, is a portfolio managed by the Air Force that focuses on research, development, test, and evaluation (RDT&E) of integrated information management, knowledge operations, and security/DevSecOps initiatives. The primary objective of EIS is to provide Air Force personnel with timely, accurate, and trusted mission data and information, thereby supporting decision superiority and enabling digital modernization across the Department of the Air Force (DAF). EIS encompasses two main efforts: Platform One (P1) and Enterprise Resource Planning Common Services (ERP-CS), both of which are critical for delivering secure, standardized, and scalable IT services and platforms.

Platform One (P1) is the Department of Defense (DoD) Chief Information Officer's preferred DevSecOps enterprise solution. Its goal is to deliver a secure, centralized software development and delivery platform that accelerates the adoption of DevSecOps methodologies across DoD and DAF programs. P1 provides a suite of tools, services, and training to enable rapid, secure, and continuous software delivery. Key solutions within P1 include Iron Bank, Big Bang, Party Bus, EdgeOps, CollabTools, and MarketPlace, which support secure software development, deployment, collaboration, and acquisition.

The objectives of Platform One are to enhance software supply chain security, enable rapid deployment of secure software, and support the continuous delivery of mission-critical applications. In FY 2025 and FY 2026, P1 will continue to fund core services such as software vulnerability management, supply chain risk management, and Infrastructure as Code (IaC) for deployment across various cloud and on-premise environments. The program also aims to expand DevSecOps capabilities to more government organizations, integrate zero trust architectures, and increase automation and self-service options within its platforms. These efforts are designed to match the speed of technological change and evolving threats, supporting DoD CIO priorities and the broader DoD Software Modernization strategy.

R&D Change Management was a project within EIS focused on providing consolidated common services for ERP applications in a cloud environment, specifically under the Cloud One initiative. The goal was to deliver Joint Information Environment (JIE) compliant hosting, cybersecurity, and acquisition of supporting cloud infrastructure for DAF ERP systems. In FY 2024, these efforts were transferred to Platform One for better funding visibility. In FY 2025, they were realigned to the Acquisition and Command Support Integration (66ACSI) project to correct a database error. This realignment reflects the evolving structure of EIS to ensure clear delineation of responsibilities and funding.

Acquisition and Command Support Integration (66ACSI) now manages the ERP-CS efforts, focusing on delivering standardized, secure, and resilient IT infrastructure and platforms for DAF ERP applications. Objectives for FY 2025 and FY 2026 include developing and delivering updates to DevSecOps infrastructure, supporting application migration to Oracle Cloud Infrastructure (OCI), and enhancing FinOps capabilities for improved cost tracking and cloud optimization. The project also aims to integrate compliance monitoring, audit readiness, and Identity, Credential, and Access Management (ICAM) solutions to support zero trust requirements and mission partner access.

The Enterprise Resource Planning Common Services (ERP-CS) component of EIS is tasked with designing, developing, and delivering consolidated common services for ERP applications within Cloud One-supported environments. This includes subject matter expert support, cybersecurity tools, system implementation, and independent testing. The focus is on supporting the migration of DAF ERPs to cloud environments, ensuring robust cybersecurity, and enabling automated provisioning of compliant cloud environments. These efforts are aligned with DoD CIO priorities and the DAF's broader digital modernization goals.
