The Digital Transformation Office (DTO) program, under Air Force Program Element PE 0606005F, is designed to accelerate the delivery of advanced technologies, capabilities, and weapons across the Department of the Air Force (DAF) acquisition enterprise. The primary goal is to develop and deploy common digital tools, software, and training that support enterprise-wide modernization efforts. By leveraging cloud-hosted environments and standardized digital toolsets, the DTO aims to streamline acquisition processes, reduce program delivery times, and enable more effective collaboration with industry partners. This program is funded under Budget Activity 4: Advanced Component Development & Prototypes (ACD&P), emphasizing the need to evaluate integrated technologies and prototype systems in realistic operational settings.
A key objective of the DTO is to transition the DAF from program-unique investments to scalable, enterprise-level digital environments. This includes the implementation of Model-Based Systems Engineering (MBSE), analytics, requirements management, and product lifecycle management tools. The DTO seeks to provide acquisition professionals with secure, cloud-based access to these foundational tools, thereby enhancing workforce capabilities and supporting data-driven decision-making. The program also aims to lower contract deliverable costs by establishing government-approved data architectures and standardized model delivery processes.
LaunchPad is a central initiative within the DTO, focusing on expanding access to commercial software tools in a secure, web-based environment at multiple classification levels. LaunchPad enables collaboration and accelerates the design and delivery of warfighting systems by providing role-based views and seamless integration with existing DAF systems, such as Program Lifecycle Management and the High Performance Computing Modernization Program. The planned LaunchPad 2.0 upgrade will introduce a modular, scalable architecture capable of supporting a large user base by 2029. Funding increases in FY 2026 are attributed to the procurement of cloud computing resources and the onboarding of new users.
Digital Engineering Enabled Workforce Development is another line item, with congressional funding directed toward efforts to enhance the digital skills of the acquisition workforce. This initiative supports training and professional development to ensure personnel are equipped to leverage new digital tools and methodologies effectively. The goal is to build a workforce capable of supporting the DAF's digital transformation objectives and maintaining technological superiority.
Digital Transformation Hub received congressional funding, although this add was rescinded under the Full-Year Continuing Resolution bill. The intent of this hub was to serve as a centralized resource for digital transformation activities, facilitating collaboration, best practice sharing, and integration of new digital capabilities across the enterprise.
Additional congressional adds supported several targeted objectives: Digital Technology Maturation and Adoption to advance the readiness and integration of emerging digital technologies, Document Generation Platform to automate and streamline documentation processes, Digital First Ecosystem to promote a culture of digital-first solutions, File Rights Management to enhance data security and access control, and Academic Cybersecurity Center Support to strengthen partnerships with academic institutions for cybersecurity research and workforce development. Each of these initiatives contributes to the overarching goal of modernizing the Air Force's acquisition and operational capabilities through digital innovation.
