Description
The Defense Science Board (DSB) operates under the Office of the Secretary of Defense, offering independent advice and recommendations on scientific and technical matters to key Department of Defense (DoD) officials. Its primary goal is to address complex technological challenges faced by the DoD, focusing on research, engineering, manufacturing, and organizational processes. By identifying new technologies and applications, the DSB aims to strengthen national security and support DoD initiatives to build a resilient joint force and defense ecosystem.

The DSB functions through various task forces and subcommittees established in response to specific tasks outlined by the Under Secretary of Defense for Research & Engineering (USD(R&E)) or directed by Congress. These task forces address pressing issues identified in National Defense Authorization Act legislative acts. The program also conducts Summer Studies and supports tabletop exercises to further explore scientific and technical enterprise matters. The DSB's work follows written Terms of Reference from USD(R&E), ensuring alignment with DoD leadership's strategic objectives.

To facilitate its operations, the DSB relies on contracted services for professional, analytical, and administrative support. These services cover planning, preparation, execution, logistics, documentation, and travel for meetings and conferences related to the Board's activities. Adjustments for FY 2025 reflect a significant increase due to realignment from other program elements, enabling the DSB to enhance its support for Quick Task Forces and other studies mandated by Congress.

Looking ahead, the DSB plans to continue its work with at least two permanent subcommittees and multiple task forces in FY 2025. The focus will remain on providing independent advice that informs DoD decision-making processes regarding scientific advancements and technological innovations. By maintaining a robust advisory framework, the DSB seeks to ensure that the DoD remains at the forefront of addressing emerging challenges in national defense.
