Description

The Defense Readiness Reporting System (DRRS) is a program managed by the Office of the Secretary of Defense, funded under Program Element (PE) 0604774D8Z. Its primary objective is to provide a comprehensive, capabilities-based, and adaptive readiness reporting system for the Department of Defense (DoD). DRRS is mandated under Title 10 U.S. Code and supports the Department's initiatives to Defend the Nation, Take Care of People, and Build Sustainable and Long-Term Advantage. The system is designed to measure, in an objective, accurate, and timely manner, the capability of the armed forces to execute the National Security Strategy, defense planning guidance, and the National Military Strategy.

DRRS hosts a suite of information and applications that support Geographic and Functional Combatant Commanders, the Military Services, Combat Support Agencies, the Joint Staff, and the Office of the Secretary of Defense. The system represents an evolution from resource-centric readiness reporting to a more holistic, mission and capabilities-based approach. This shift enables the DoD to portray a more relevant and comprehensive picture of readiness, reflecting the complexity of modern force employment and the need for real-time data to support operational decision-making.

A key goal of the DRRS program is to expand the scope of entities reporting readiness, moving beyond traditional resource metrics to include mission capabilities. This expansion requires the integration of new data sources, the development of advanced analytic and visualization tools, and the refinement of Service-specific input mechanisms. The system is also tasked with supporting force managers in sourcing and evaluating the readiness of units engaged in ongoing operations. This enables queries across the entire Department to identify suitable and available organizations for current needs.

The National Defense Authorization Act for FY 2019 revised Title 10 U.S. Code, directing the DoD to grow the DRRS program and maintain its technical currency. This legislative mandate underscores the importance of DRRS in providing senior leaders with relevant and timely readiness information. Specific initiatives include the operationalization of the Department's Enterprise Force Structure and the implementation of reporting at lower organizational levels to better align with how forces are employed in practice.

For FY 2025 and FY 2026, the DRRS program will continue integrating new data sources and developing additional functionality to support evolving readiness reporting requirements. Planned activities include the refinement and consolidation of Service-specific input tools for improved system performance, continued integration of Enterprise Force Structure data, and migration to a cloud hosting environment. These efforts are expected to result in system efficiencies and future cost savings, aligning with broader government efficiency initiatives.

The FY 2026 budget reflects a decrease in funding, primarily due to reduced contracts for Advisory and Assistance Services. This reduction is intended to promote efficiencies and advance the policies of the Administration, in accordance with Executive Order 14222, which focuses on government cost efficiency. Despite this decrease, the program remains committed to enhancing its capabilities and maintaining its relevance to the Department's readiness management functions, including the provision of reports to Congress and support for strategic decision-making.
