The Defense Enterprise Accounting and Management System (DEAMS) program is a Department of the Air Force (DAF) initiative designed to modernize and standardize financial management across the Air Force and Space Force. DEAMS is an Enterprise Resource Planning (ERP) system built on the Oracle e-Business Suite (EBS) commercial-off-the-shelf (COTS) platform. Its primary goal is to provide robust, auditable accounting and finance management capabilities that support the Secretary of Defense's priority for auditability and efficient military operations. DEAMS supports the DAF's long-term business process improvements by replacing numerous legacy financial systems with a single, integrated platform. This consolidation ensures data consistency, accuracy, and reliability, which are critical for financial reporting and informed decision-making. The system currently serves thousands of users across all USAF and USSF bases worldwide and is being expanded to include acquisition program executive offices, laboratories, test centers, and air logistics complexes, increasing the user base further. DEAMS is compliant with the Clinger-Cohen Act and the DoD's Business Enterprise Architecture (BEA), and it fulfills requirements for full financial auditability under Title 10 U.S.C. Chapter 9A, Sec 240-D.
For FY2026, DEAMS funding is focused on continued capability development and system enhancements. Objectives include achieving an unqualified System and Organization Controls (SOC) audit opinion, evolving the Treasury Direct Disburse (TDD) capability to streamline interfund transactions, and integrating the Acquisition Management System (AMS) and Foreign Military Sales (FMS) accounting systems for improved financial visibility and reconciliation. The program will also upgrade the Oracle e-Business Suite and Oracle Analytic Server to enhance system performance, security, and scalability, ensuring DEAMS remains a relevant and auditable solution.
The DEAMS Continuous Capability Development (CCD) line item supports iterative development cycles using Agile software methodologies. Key activities include requirements analysis, design, build, testing, implementation, data conversion, and migration from legacy systems. In FY2026, planned efforts include the implementation of TDD Interfund Collections, integration of AMS and FMS accounting systems, conversion of active data from the General Accounting and Finance System (GAFS) to DEAMS, and deployment of additional functionalities such as logistics, payroll, asset accounting, budget distribution, and personnel travel management. These enhancements aim to create an enterprise-wide system for seamless data flow and more accurate financial reporting.
The program invests in cybersecurity and system efficiency through continuous monitoring, vulnerability remediation, and adoption of DevOps practices. The Risk Management Framework (RMF) is supported by ongoing efforts to address cyber vulnerabilities and optimize system performance. The Agile development approach ensures that new capabilities are released on a planned cadence, with fixes and improvements deployed to address user-identified problems and system deficiencies.
DEAMS program management is overseen by the Program Executive Office (PEO) Defense Business Systems (DBS) at Gunter Annex AFB, AL, with contracting and support provided by the Air Force Life Cycle Management Center (AFLCMC) at Wright Patterson AFB, OH. The acquisition strategy utilizes a firm-fixed price (FFP) contract structure with options for extension, supporting both development and sustainment activities. Early planning for a follow-on contract is underway to ensure continuity of capability development and system support.
Funding adjustments for FY2026 reflect efforts to promote contract efficiencies and align with Executive Order 14222, which emphasizes government cost efficiency. Reductions in Advisory and Assistance Services contracts are intended to streamline operations and advance administration policies. Civilian pay expenses required for program management and execution are included as necessary, supplementing other program elements as appropriate.
