Description

The Defense Enterprise Accounting & Management System (DEAMS) is a Department of the Air Force (DAF) enterprise resource planning (ERP) program designed to provide a modern, auditable, and integrated accounting and financial management capability. Built on the Oracle e-Business Suite (EBS), DEAMS is the DAF's core solution for financial management, supporting both the United States Air Force (USAF) and United States Space Force (USSF). The program's primary objective is to deliver accurate financial data, strengthen internal controls, and facilitate auditability, aligning with the Secretary of Defense's (SECDEF) priorities for improved efficiency, effectiveness, and transparency in defense financial operations.

The goals of DEAMS are centered on enhancing the DAF's ability to meet its financial reporting obligations and maintain public trust through robust auditability and compliance. The system is a critical enabler for achieving a clean Pentagon audit, as required by Title 10 U.S.C. Chapter 9A, Sec 240-D, and supports the DAF's alignment with the Department of Defense's (DoD) Business Enterprise Architecture (BEA) and the Clinger-Cohen Act. By consolidating and standardizing financial data across the DAF, DEAMS replaces numerous legacy systems. This ensures data consistency and accuracy for reliable financial reporting and informed decision-making.

For FY 2026, the DEAMS budget line item supports continued capability development and system enhancements. Specific objectives include achieving an unqualified System and Organization Controls (SOC) audit opinion, evolving the Treasury Direct Disburse (TDD) capability to streamline interfund transactions, and integrating the Acquisition Management System (AMS) and Foreign Military Sales (FMS) accounting systems with DEAMS. These efforts are intended to improve financial visibility, reconciliation, and interoperability across DAF financial systems.

Another key objective for FY 2026 is the modernization of technology within DEAMS. Funding will be used to upgrade the Oracle e-Business Suite (EBS) and the Oracle Analytic Server (OAS), which will enhance system performance, security, and scalability. These upgrades are essential for maintaining DEAMS as a relevant and auditable accounting system capable of supporting the growing and evolving needs of the DAF.

The FY 2026 funding also supports the expansion of DEAMS user licenses. Additional end user licenses will accommodate the deployment of DEAMS to the acquisition community, including program executive offices, laboratories, test centers, and air logistics complexes. The decrease in funding from FY 2025 to FY 2026 reflects the current license count being adequate to support the planned deployment schedule.

DEAMS also aims to enhance the functionality of logistics, payroll, asset accounting, budget distribution, and personnel travel management systems. By creating an enterprise-wide system for seamless data flow, DEAMS enables better tracking of resources and more accurate financial reporting. The program supports thousands of current users across all USAF and USSF bases worldwide, with planned growth as deployments continue.
