PE 0306250M: Cyber Operations Technology Development is a Navy Research, Development, Test & Evaluation (RDT&E) program focused on advancing cyber warfare capabilities for the Marine Corps. The primary objective is to support Marine Corps Forces Cyberspace Command (MARFORCYBER) in delivering cyberspace superiority through research, development, testing, evaluation, and integration of cutting-edge cyber technologies. Cyberspace Activities is the main project under this program element, with goals centered on developing software-constructed cyber weapons and automation tools. The project addresses advanced peer and near-peer threats, as well as violent extremist organizations targeting the United States. Highly skilled software engineers, exploit developers, integrators, testers, and evaluators are staffed to create and refine cyber tools that require rapid, high-quality adjustments to achieve mission effects while managing risk. These personnel operate within a Top Secret/Sensitive Compartmented Information (TS/SCI) environment to ensure the security and effectiveness of cyber operations.
Funding for Combat Support Teams (CSTs) supports teams staffed with specialized software engineers and cyber operators who develop and test new cyber tools. CSTs focus on prototype development to outpace evolving adversary cyber defenses and enhance the lethality and relevance of cyber capabilities. The tools produced are designed for rapid deployment and adjustment, enabling the Joint Force to target specific threats efficiently. The increase in CST funding from one fiscal year to the next reflects full staffing and expanded capabilities within a secure environment, further supporting the creation and integration of advanced cyber weapons.
Enterprise IT Security & Compliance is another key line item, providing adversarial cyber developmental test services for programs of record. The Marine Corps Tactical Systems Support Activity (MCTSSA) acts as the Cyber Developmental Test and Evaluation agent, conducting assessments in accordance with Department of Defense instructions and guidebooks. These assessments identify and mitigate vulnerabilities early in the acquisition cycle, informing program offices on designing cyber survivable systems. MCTSSA also develops tools and guidebooks to assist in building cyber resilient networks and testing prototypes, thereby enhancing the security posture of Marine Corps information systems.
The program's acquisition strategy relies on annual contracts with options for future years, ensuring continuity and flexibility in staffing and service delivery. Funding is allocated for both personnel and equipment, with adjustments made based on operational needs and equipment procurement costs. For the upcoming fiscal year, the budget reflects increased investment in personnel for CSTs and a slight decrease in equipment costs for test and evaluation activities, aligning resources with mission priorities.
