COTS Communications Equipment

The COTS Communications Equipment program is designed to enhance the Army's communication capabilities by procuring commercial off-the-shelf communication equipment. This initiative supports the Army's Network Modernization Strategy, emphasizing interoperability and continuity through tactical communication improvements. Key components include high-frequency radios, Link 16 radios, and communication gateways, which are vital for resilient software-defined communication systems. These elements are essential for the Integrated Tactical Network Capability Set fielding concept, allowing the Army to adapt to evolving combat environments.

A primary objective of this program is the Low Cost Tactical Radio Replacement (LCTRR), which focuses on modernizing legacy radio systems to address emerging threats and cryptographic needs. The LCTRR ensures secure communications for Army ground forces, supporting Multi-Domain Operations over extended ranges. Additionally, Tactical Communications Components integrate existing tactical applications with commercial network components to create a flexible network environment suitable for joint and coalition operations.

The Communication Gateways component aims to bridge voice and data communications across multiple echelons, aiding capability set procurements and platform integration. The Networked Radios Planner provides hardware and software for managing tactical radio systems, ensuring they meet modernization standards. The Cross Domain Solution offers a controlled interface for secure information transfer between security domains, supporting mission-critical operations.

Contingency Communications ensures secure multi-path communications for senior Department of Defense leaders during travel. This component integrates COTS SATCOM/Cellular Internet communications to enable secure voice teleconferences at high classification levels. High Frequency Radios facilitate long-distance communications in scenarios where satellite communications may be compromised, ensuring operational continuity through technology updates and cryptographic modernization efforts.
