The Construction Equipment Extended Service Program (Const Equip ESP) is a critical Army initiative funded under the Other Procurement, Army appropriation, specifically within the Construction Equipment budget activity. The primary goal of this program is to recapitalize and extend the service life of the Army's construction equipment fleet through Service Life Extension Programs (SLEP). By modernizing and rebuilding these vehicles to a like-new condition, the Army aims to improve operational readiness and bridge the capability gap until new equipment can be procured in the future.
The Const Equip ESP focuses on a range of construction equipment essential for combat engineering and infrastructure support. This includes the Family of Dozers, which are used for general engineering missions like repairing and constructing air and ground lines of communication, restoring infrastructure, and enhancing force protection. These dozers provide critical support for maneuver and support brigades, enabling survivability and counter-mobility operations in contested logistics environments.
The program also targets the scraper fleet, which consists of both heavy and light scrapers. These vehicles are vital for earthmoving tasks required in the construction and maintenance of airfields, roads, logistical facilities, and other infrastructure. The sectionalized scrapers are designed for air transport, enhancing the Army's rapid deployment capabilities. Additionally, the airborne water distributor supports dust control and soil stabilization, further contributing to operational effectiveness in diverse environments.
Another key component is the Deployable Universal Combat Earthmover (DEUCE), a rubber-tracked dozer that can be transported by C-130 aircraft and even airdropped. The DEUCE provides unique capabilities for clearing, leveling, and excavation operations, and its mobility eliminates the need for additional transport assets. No current replacement offers the same combination of features, making its continued service life extension a high priority.
The Const Equip ESP also includes modernization and recapitalization of compaction and grading equipment. This encompasses dual steel wheel rollers, high speed compactors, and vibratory rollers, all of which are essential for paving and soil compaction operations. The High Mobility Engineer Excavator is another focus area, with planned upgrades to introduce electrical over hydraulic controls to enable future remote and semi-autonomous operations. These upgrades are intended to support rapid tactical earthmoving, route clearance, and survivability construction in forward areas.
The grader fleet and family of loaders are also included in the program, providing capabilities for grading, shaping, ditching, and general construction tasks. These vehicles are critical enablers for constructing and maintaining roads, airfields, drainage systems, and base camps, supporting a wide range of military operations and infrastructure needs. The program ensures that these dual-use systems remain reliable and effective until they can be replaced by new equipment.
In FY 2025, this program is being consolidated into the new Construction Equipment program, with no new funding requested for Const Equip ESP in FY 2026, reflecting a transition to a more unified approach to construction equipment procurement and sustainment.
