Description

The PE 0204571N: Consolidated Training Systems Development program is a comprehensive Navy Research, Development, Test & Evaluation (RDT&E) initiative focused on advancing operational systems development for fleet training. Its overarching goal is to modernize and integrate training systems across surface, air, and adversary domains, enabling realistic, high-fidelity training in contested environments. The program supports the Chief of Naval Operations (CNO) Fleet Response Plan, the Department of Defense (DoD) Training Transformation Plan, and the Fleet Training Wholeness (FTW) initiative by developing and upgrading systems that have been fielded or are approved for full-rate production.

0604: Training Range & Instrumentation Development (TRID) aims to develop and upgrade specialized instrumentation for fleet readiness training while minimizing life cycle costs. The program includes the Joint Advanced Weapons Scoring System (JAWSS), Weapons Impact Scoring Set (WISS), and Laser Training Systems (LTS), focusing on hardware and software improvements for air combat maneuvering instrumentation (ACMI) such as Large Area Tracking Range (LATR), Tactical Air Range Integration Facility (TARIF), and Tactical Combat Training Systems (TCTS) I. Ocean Systems (OS) research supports fixed and portable Anti-Submarine Warfare (ASW) training ranges, with ongoing development of technologies like Single Ping Detection and Tracking Prototype and Portable Range of Future. The acquisition strategy leverages integrated product teams of government and contractor engineers.

1427: Surface Tactical Team Trainer (STTT) is responsible for the sustainment and modernization of the Battle Force Tactical Training (BFTT) system and the Advanced Training Domain (ATD). These systems integrate weapon and combat system elements to create the Total Ship Training Capability (TSTC), supporting crew proficiency from basic to advanced strike group certification events. STTT is evolving to incorporate new tactical capabilities, align with combat systems virtualization, and integrate high-fidelity simulations for Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) training.

The program also develops data collection and debrief products for after-action review, supports new combat system baselines, and enables interoperability with shore-based and shipboard training systems.

1982: Adversary Mission Systems focuses on developing classified software and hardware integration for Naval Adversary Squadrons using the RedNet architecture and Tactical Combat Training System (TCTS) Increment II. The objective is to accurately emulate peer threat capabilities, allowing aircrews to train against realistic adversary models. Platforms include F-5, F-16, and F-18 aircraft. The program supports the future participation of adversary aircraft in Live Virtual Constructive (LVC) environments and advances physics and effects-based threat replications.

Efforts emphasize software modeling, hardware integration for RF/IR emulation, and the ramp-up of developmental testing and evaluation.

2124: Air Warfare Training Development (AWTD) transitions new training and range system technologies for Naval Aviation, supporting both manned and unmanned platforms. The program is aligned with the Navy Aviation Simulation Master Plan (NASMP) and PMA-205 Strategic Plan, focusing on distributed mission training, advanced visualization technologies (AR/VR/MR), and intelligent performance measurement systems. AWTD funds the development and maturation of the Joint Simulation Environment (JSE), integration of new threat models, and advanced analytics for training assessment.

It also supports risk mitigation, prototype development, and the incorporation of emerging technologies to enhance warfighter readiness and reduce training costs.

3093: TACTS/LATR Replacement encompasses the Tactical Combat Training System Increment II (TCTS II), which provides secure, encrypted air-to-air and air-to-ground data links for air combat training. The program enables range-tethered and rangeless operations, supports synthetic inject-to-live (SITL) capabilities, and integrates with the Navy Continuous Training Environment (NCTE). Aviation LVC Live Aircraft Integration (ALLAI) funds the integration of live aircraft and simulators into a blended training environment, closing capability gaps for high-end mission rehearsal.

The Aviation Performance/Proficiency Analytics (APPA) initiative delivers scalable data collection and AI-augmented debrief tools for quantitative performance assessment, supporting rigorous post-flight analysis against established standards.

3356: High Fidelity Surface Trainers funds the development of advanced Aegis IAMD and ASW trainers for individual, team, and strike group training. The line supports the Combat System Simulator/Stimulator (CS3) and the Combined Integrated Air and Missile Defense (IAMD) and ASW Trainer (CIAT), enabling advanced warfare training and tactics development.

It also includes the Surface Training and Readiness Management System (STRMS) and scenario development for integrated tactical trainers. The program aligns with CNO High Velocity Learning and Ready Relevant Learning initiatives, supporting immersive, interactive environments and performance data collection to measure training effectiveness.
