Description

The Command Post Systems line item (LI 4631) in the Department of the Navy's FY 2026 budget request is focused on the procurement and modernization of critical communications and command and control (C2) capabilities for the United States Marine Corps (USMC). This program is essential to achieving the USMC's Force Design 2030 objectives, particularly the goal of enabling persistent, resilient C2 in contested and degraded environments. The program supports both static and mobile operations across multiple domains land, sea, and air by providing advanced networking, situational awareness, and interoperability tools to Marine Corps units and leaders.

Networking On the Move (NOTM) is the primary component of the Command Post Systems line item. NOTM enables Marine forces to maintain robust C2 capabilities while on the move, leveraging terrestrial and satellite communications for real-time access to operational data and applications. The FY 2026 funding will support production and fielding of NOTM-JLTV retrofit kits, procurement of technical refresh kits for M-Code GPS, and continued acquisition of Link-16 radios. These upgrades will facilitate the transition from legacy HMMWV-based systems to more modern JLTV platforms, enhance position, timing, and navigation resilience, and improve joint and coalition interoperability for fires and air support missions.

NOTM Ground Combat Vehicle (GCV) and Airborne Systems are being fielded across a range of platforms, including JLTVs, Amphibious Combat Vehicles (ACV-C), Ultra-Light Tactical Vehicles (ULTV), KC-130J Hercules, and MV-22 Osprey aircraft. The program also supports Navy shipboard integration through the installation of Tactical Entry Point Modem Kits on Amphibious L-class ships, extending C2 capabilities to Marine Littoral Regiment (MLR) forces ashore. The FY 2026 request includes funding for system refreshes, retrofits, and enhanced capabilities, such as technical upgrades for laptops, network equipment, and user devices, as well as continued procurement of Link-16 radios to support joint fires missions.

Handheld Command and Control (H2C2) is another key element. H2C2 provides dismounted users at the tactical edge with secure, integrated, and timely C2 and situational awareness via handheld devices and tablets. The FY 2026 funding will be used for tech refreshes of end-user devices, program support, kitting, and fielding. This capability allows commanders and key C2 nodes to manage and assimilate relevant data, visualize operational intent, and maintain awareness of friendly, enemy, neutral, and civilian entities in dynamic environments.

Joint Battle Command-Platform (JBC-P) and Mounted Mission Command-Transport (MMC-T) are also supported under this line item. The Marine Corps is aligning with the Army's MMC-T program to replace the legacy JBC-P system, enhancing joint interoperability and situational awareness at the tactical edge. FY 2026 funding will procure hardware components to support the transition, including upgraded transceivers and encryption devices. This transition is a direct response to Force Design 2030 guidance and is intended to improve battlefield C2/SA capabilities at the company and vehicle levels.

Electromagnetic Reconnaissance System (ERS) funding is included in the NOTM allocation, with details held at a higher classification level. ERS is expected to enhance the Marine Corps' ability to operate in contested electromagnetic environments, supporting the broader goal of resilient C2 in degraded conditions. The increase in ERS funding from FY 2025 to FY 2026 reflects the growing importance of electromagnetic spectrum operations within the USMC's operational concept.
