Common Avionics Changes is a Navy initiative that aims to fund common avionics equipment for multiple aircraft platforms. The specific modifications budgeted and programmed include the Navigation Satellite Timing and Ranging (NAVSTAR) Global Positioning System (GPS), Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) systems, Avionics Component Improvement Program (AvCIP), Secure Communications (SECCOM) Avionics Modernization Program, Common Mission Computing and Displays (CMCD), GPS Modernization, and Digital Interoperability for Marine Air Ground Task Force Agile Network Gateway Link (DI/MANGL). These modifications are designed to enhance the accuracy, reliability, and security of navigation, communication, and mission computing systems across various naval aviation platforms.

The program's objectives include providing highly accurate position and time to users worldwide in all weather conditions through the integration of GPS with communication, navigation, and weapon systems equipment. Additionally, the program aims to address avionics component critical readiness degraders, performance reliability deficiencies, obsolescence threatening loss of sustainability, and top Fleet operational or support cost drivers. Furthermore, the program seeks to modernize secure communications systems for Line of Sight and Beyond Line of Sight Satellite Communication voice and data communications. Lastly, the program aims to improve mission computing capacity and display solutions while reducing time and investment costs required to manage obsolescence and integrate new capabilities on tactical aircraft avionics and mission computer systems.
