Description

The LI 4633 - Radio Systems program within the Navy's FY 2026 budget request supports the procurement and modernization of a broad portfolio of communications equipment for the Marine Corps. The overarching goal is to ensure Marine Air-Ground Task Force (MAGTF) units have access to secure, resilient, and interoperable communications capabilities across all operational environments, including those that are contested or denied.

This program encompasses satellite communications, tactical radios, anti-jam terminals, positioning/navigation systems, and terrestrial transmission systems. These efforts are designed to maintain and enhance communications infrastructure to meet evolving operational requirements.

Global Broadcast Service (GBS) funding supports program office activities, system baseline maintenance per Primary Inventory Control Activity (PICA) mandates, and procurement of next-generation modems. GBS provides high-volume, smart-push/user-pull satellite communications to deployed and garrison forces, supporting the dissemination of imagery, intelligence, video, and other mission-critical products. The funding also supports hardware refreshes to mitigate obsolescence and ensures continued alignment with U.S. Space Force configuration standards.

Wideband Satellite Communications (WSATCOM) funding reflects a reduction in production assets for both the Marine Corps Wideband Satellite Communications-Light (MCWS-L) and Heavy (MCWS-H) systems due to a decrease in the Approved Acquisition Objective (AAO). WSATCOM is the primary means for beyond-line-of-sight communications, leveraging modular, multi-band satellite terminals to support battalion through regiment-level operations. The program also funds fielding, training, and spares, enabling more reliable command and control in expeditionary and joint environments.

Secure Mobile Anti-Jam Reliable Tactical-Terminal (SMART-T) focuses on tech refresh components to address end-of-life and obsolescence issues. SMART-T provides protected voice and data communications via Advanced Extremely High Frequency (AEHF) satellites, ensuring survivable long-haul connectivity for MAGTF commanders. The funding sustains current capabilities until a next-generation AEHF solution is identified, supporting both active and reserve components.

Secure Expeditionary Resilient Positioning, Navigation and Timing (SERPNT) funding is used to procure production assets and spares for the Mounted Variant I (MAPS GEN II) and to initiate procurement for Mounted Variant II. SERPNT enhances assured PNT capabilities for Marine Corps platforms in highly contested navigation warfare environments. The program implements technologies such as Military-Code GPS, anti-jam antennas, and alternative navigation sources, supporting operational resilience and compliance with DoD mandates.

Tactical Communications Modernization (TCM) funding supports the procurement, fielding, and support of multiple families of tactical radio systems. TCM addresses requirements to enhance, replace, and sustain tactical radios, supporting secure voice and data communications across line-of-sight and beyond-line-of-sight ranges. The program includes procurement of Ground Link-16 radios, multi-channel manpack and handheld systems, NSA-mandated waveform updates, and ancillary components. TCM directly supports MAGTF interoperability, situational awareness, and communications security modernization down to the squad level.

Terrestrial Wideband Transmission Systems (TWTS) funding supports fielding and new equipment training for the Next Generation Troposcatter (NGT) and Tactical Elevated Antenna Mast System II (TEAMS II). TWTS provides high-throughput, secure terrestrial data transmission in both line-of-sight and beyond-line-of-sight modes, enabling command and control in degraded or satellite-denied environments. The program also sustains legacy systems until full transition to modern capabilities is achieved, ensuring continued operational readiness and alignment with Joint All-Domain Command and Control strategies.
