Description
Combat Support Munitions is a procurement initiative under the Navy's appropriation for the procurement of ammunition. The program aims to support Force Design and Marine Corps readiness for Littoral Operations in Contested Environments (LOCE) and Indo-Pacific by acquiring various combat support munitions. These include demolition items, handheld grenades, vehicle-launched grenades, pyrotechnic devices, land mines, and non-lethal items. The specific objectives include providing high explosives for destroying or altering man-made or natural objects, supporting annual and pre-deployment training, as well as combat operations. The procurement is facilitated through contracts with the Joint Program Executive Office, Armament and Ammunition (JPEO A&A)/Single Manager for Conventional Ammunition (SMCA) or Naval Surface Warfare Center, Crane, IN., consolidating all services buys into their procurement contract actions.
The program also includes non-lethal munition variants such as 12-Gauge cartridges, 40MM cartridges, diversionary/non-lethal hand grenades, and 81MM non-lethal mortar intended to incapacitate, warn or drive off targeted personnel and/or materiel while minimizing permanent injury to personnel and damage to property in the target area and/or environment. The budget decrease from FY 2023 to FY 2024 reflects the divestment of Munitions Requirements for the Amphibious Assault Vehicle (AAV) and the Amphibious Breacher Vehicle (ABV). Additionally, the funding supports Engineering Support In Production (ESIP) costs to ensure the highest quality of ammunition through configuration management, First Article Acceptance Testing (FAAT), Lot Acceptance Testing (LAT), and addressing any manufacturing concerns during these processes. The procurement lead-time for these munitions is 12-36 months before delivery.
