Description

The Collaborative Combat Aircraft Mods (CCA00M) program is a new initiative within the Air Force's Aircraft Procurement budget, specifically under the Modification of Inservice Aircraft activity. The primary goal of this program is to enable the F-22 fleet to integrate with and control Collaborative Combat Aircraft (CCA), which are envisioned as autonomous or semi-autonomous platforms that work alongside crewed aircraft to enhance operational effectiveness. The budget request marks a significant step toward fielding advanced manned-unmanned teaming capabilities.

The central objective of the CCA00M line item is realized through the Crewed Platform Integration (Capability Improvement) modification, identified as Mod 2601. This modification focuses on procuring and integrating specialized kits into F-22 aircraft. These kits include tablets, cables, and other associated materials necessary for the F-22 to communicate with and control CCAs. The procurement scope also encompasses system integration, assembly, testing, certification, software updates, and the integration of secure communications between the F-22 and CCA platforms.

In addition to hardware procurement, the program supports a range of activities essential for successful integration. These activities include systems engineering, training for aircrew and maintainers, support equipment acquisition, and program support costs. The budget also covers advisory and assistance services, simulation and trainer updates, and data management, all of which are critical for ensuring that the new capabilities are fully realized and operationally effective.

The installation phase of the Crewed Platform Integration involves outfitting 56 F-22 aircraft with the new kits in FY 2026. Installation will be executed by a contract field team, with production lead times estimated at nine months and contract awards anticipated in October 2025. The installation schedule is designed to ensure minimal disruption to operational availability while rapidly fielding the new capability.

From a program management perspective, the Air Force has structured the CCA00M effort to align with broader Department of Defense modernization priorities. The program is classified as Not Service Ready (ID Code B), indicating that it is in the early stages of fielding and integration. The FY 2026 request was reduced slightly to promote efficiencies and align with Executive Order 14222, which emphasizes government cost efficiency initiatives.

Justification for the CCA00M program centers on the need to maintain air superiority in increasingly contested environments. By enabling the F-22 to control CCAs, the Air Force aims to extend the reach, survivability, and lethality of its tactical aircraft fleet. This approach supports distributed operations, enhances mission flexibility, and provides a technological edge over potential adversaries who are also investing in unmanned and autonomous systems.
