Description

The CI MODERNIZATION program is a line item in the Army's Other Procurement budget, specifically under Communications and Electronics Equipment for Electronic Warfare (EW). The primary goal of this program is to provide resources for the sustainment and modernization of the Counterintelligence (CI) information technology infrastructure used by Army CI components. This infrastructure is critical for supporting the operational effectiveness of CI agents and specialists by ensuring they have access to reliable, secure, and modernized technological tools.

The objectives of the CI MODERNIZATION effort focus on maintaining and upgrading shared databases, workstations, global communications, and connectivity solutions. These elements form the backbone of the Army's CI architecture, enabling the secure collection, analysis, and dissemination of counterintelligence information. The program aims to ensure that CI personnel can operate effectively in a rapidly evolving threat environment, where timely and accurate information is essential for mission success.

Specifically, the program supports the sustainment of existing IT systems and the incremental modernization of hardware and software components. This includes replacing outdated workstations, enhancing database capabilities, and improving global communications infrastructure. The modernization efforts are intended to address emerging cyber threats, improve interoperability with other Department of Defense and intelligence community systems, and support the Army's broader electronic warfare and information dominance objectives.

The CI MODERNIZATION line item does not include funding for new procurement for FY 2026, as indicated by the absence of a funding request for that year. Prior years' funding has supported the ongoing sustainment and necessary upgrades to the CI IT infrastructure. The justification for this approach is to maintain a stable and secure operational environment for Army CI activities without introducing new systems or major upgrades in the upcoming fiscal year.

Although the detailed description and justification for this program are contained in the Classified Congressional Justification Book, the unclassified summary highlights the importance of maintaining robust CI capabilities. The program is designed to ensure that Army CI agents have the technological support required to detect, deter, and respond to foreign intelligence threats and insider risks effectively.
