The CI Automation Architecture-Intel program is a key line item within the Army's Other Procurement budget, specifically under Communications and Electronics Equipment. Its primary objective is to provide advanced counterintelligence (CI) operational equipment and information technology solutions to enhance the Army's ability to address global threats. The program focuses on improving information sharing, situational awareness, and knowledge management across joint operational environments. A central goal of the CI Automation Architecture-Intel program is the procurement and sustainment of Department of Defense Intelligence Information System (DODIIS)-compliant CI and Human Intelligence (HUMINT) material solutions. These solutions are designed to support the implementation of case management, threat management information systems, and information processing systems at various Army Intelligence sites, including Service, Major Command (MACOM), and user levels. The program aims to ensure that Army intelligence operations are equipped with the necessary tools to efficiently manage and analyze intelligence data.
The program also supports the Joint Task Force Guantanamo (JTF-GTMO) Intel IT Systems, which provide critical intelligence capabilities for detainee operations, military commissions, and detainee assessments as directed by the Office of the Secretary of Defense (OSD). JTF-GTMO is mandated to preserve all detainee-relevant data, and the systems funded under this line item were initially installed for contingency operations. These systems now require ongoing support to maintain compliance with OSD and DoD General Counsel directives.
Another significant component is the Sensitive Compartmented Information Facility - Information Technology (SCIF-IT). This element of the program provides maintenance, manning, and sustainment for the Joint Worldwide Intelligence Communications System (JWICS), which delivers Top Secret network services across the Army. Additionally, SCIF-IT supports Collateral (Secret and below) network services within the Army's military intelligence IT domains. This ensures secure and reliable communications for intelligence activities.
The base procurement request is allocated to support the acquisition and life-cycle replacement of critical IT systems, including servers, storage, routers, and switches necessary for CI and HUMINT operations. These hardware components are essential for maintaining the operational effectiveness of Army intelligence networks and ensuring that the infrastructure remains current and capable of supporting evolving mission requirements.
Funding under this line item also provides for specialized equipment to support worldwide CI operations and investigation missions. This includes automation equipment not assigned to Modified Table of Organization and Equipment (MTOE) units, which allows for flexible deployment and rapid response to emerging intelligence needs. The program's hardware investments are distributed across recurring costs for servers, storage, routers, switches, and automation equipment, reflecting a comprehensive approach to sustaining and modernizing Army intelligence capabilities.
