Description

The CH-47 Helicopter program is a critical component of the Army's aircraft modernization and procurement efforts, as reflected in Budget Line Item 6775A05101. The primary goal of this program is to maintain and enhance the Army's heavy lift helicopter capability through the acquisition, upgrade, and sustainment of the CH-47F Chinook and MH-47G aircraft. These helicopters are essential for a range of missions, including troop transport, supply and resupply operations, casualty evacuation (CASEVAC), aircraft recovery, disaster relief, and search and rescue. The program supports both Combat Aviation Brigades and Special Operations Aviation units, ensuring readiness for overseas contingency operations and homeland security missions.

The CH-47F Block II Program focuses on inserting critical and affordable technologies into the Chinook fleet to maintain operational capabilities and meet evolving warfighter requirements. Key objectives include improvements to safety and reliability through refinements in rotor, fuel, and electrical systems. The program also features a strengthened airframe that provides commonality with the MH-47G. Block II updates avionics, including the Common Avionics Architecture System (CAAS) and Digital Advanced Flight Control System (DAFCS) software, and incorporates provisions for future upgrades, weight savings, and cost efficiencies. These enhancements are designed to ensure the platform remains flexible and capable for Transformation in Contact (TiC) operations.

The MH-47G Block II Program is managed by the Technology Applications Program Office (TAPO) under the Army Special Operations Aviation Command (ARSOAC). Its objective is to replace the aging MH-47G fleet, some of which have airframe components over 45 years old, with updated Block II configurations. The program rebuilds or replaces MH-47G aircraft, integrating Army common components and modernized systems to support special operations requirements. The MH-47G Block II program operates under a stand-alone acquisition strategy and is complementary to the CH-47F Block II initiative.

The H-47 Digital Cockpit Support & Sustainment (DCSS) funding line is dedicated to maintaining aircraft readiness by procuring necessary hardware, software, and services. Objectives include addressing aircraft obsolescence, inserting new technologies, integrating common equipment solutions such as Assured Positioning Navigation Timing (APNT) and crypto modernization, enhancing Aircraft Survivability Equipment (ASE), and improving cybersecurity. DCSS funding also supports the Approach to X autopilot capability, which advances the helicopter's autonomous landing capabilities. This line ensures operational safety and relevance in all combat environments and supports ongoing obsolescence and software engineering tasks identified in the Operations and Sustainment Review.

The Advance Procurement line supports long-lead items necessary for future production of both CH-47F and MH-47G helicopters. Advance procurement funds are allocated for avionics and airframe components, enabling timely contract awards and production schedules. This funding ensures that the Army can maintain efficient production rates and meet its acquisition objectives for both helicopter types. Advance procurement is essential for minimizing production delays and supporting the transition to Block II configurations.

Justification for the CH-47 Helicopter program is grounded in its role as the Army's only heavy lift helicopter, supporting modernization, equipping, and sustainment objectives. The program addresses both immediate operational needs and long-term transformation goals, ensuring the Army's aviation portfolio remains capable and relevant. Funding allocations are also aligned with government efficiency initiatives, as reflected in reductions for advisory and assistance services to promote cost savings and policy compliance.
