The CCMD Intelligence Information Technology (PE 0305020F) program is managed by the Air Force under the Research, Development, Test & Evaluation (RDT&E) appropriation, specifically within Budget Activity 7: Operational Systems Development. The primary goal of this program is to guide the development, modernization, alignment, and integration of Combatant Command Intelligence (CCI) enterprise capabilities and systems as part of the broader Defense Intelligence Enterprise (DIE). The program is designed to support the modernization and management of the CCI IT Enterprise for CCMDs, in alignment with the DoD's Digital Transformation Strategy and the OUSD(I&S) Digital Transformation Campaign Plan. CCI EMSO actively engages with CCMDs and service providers to refine requirements, identify potential solutions, and advocate for the integration of DIE capabilities that are critical to warfighter operations and strategic decision-making. The office is positioned at the nexus of multiple networks, systems, applications, and funding streams, ensuring that IT services are tailored to meet both Intelligence Community (IC) and broader CCMD mission needs.
The program includes a project focused on the development, modification, and integration of new functionality to improve end-to-end service delivery for six validated requirements areas within the CCIIT Enterprise operational mission set. RDT&E funds are allocated to research, test, and evaluate multiple software tools and workflows that impact the CCI Enterprise. These efforts include complex research and evaluation of emerging data structures, visualization tools, and cross-domain services, directly addressing requirements set forth by the Joint Requirements Oversight Council (JROC) and CCMD Integrated Priority Lists (IPLs).
Planned activities for FY 2025 and FY 2026 include continued research, testing, and evaluation of software tools and workflows, with a focus on supporting validated CCI requirements. The program also conducts gap analysis, enterprise architecture research, material solutions analysis, and assessments of CCI programs and capabilities to determine their suitability and technical functionality. These activities are intended to ensure that the CCI Enterprise remains cohesive, flexible, and innovative, capable of rapidly transforming to meet evolving intelligence needs.
Funding for the program is applied through modifications to existing contract vehicles, targeting identified requirements and aligning capabilities across the enterprise. Notable contract activities include IT cloud hosting for application development and support for test and evaluation services, primarily performed by contractors in Fairfax, VA. The FY 2026 budget reflects a reduction due to Air Force administrative actions aimed at promoting efficiency in contract services, in accordance with Executive Order 14222.
