Command and Control, Incident Management, Emergency Response Application (C2IMERA) is a dedicated Air Force program element funded under the FY 2026 Research, Development, Test & Evaluation (RDT&E) budget. The primary goal of C2IMERA is to develop and enhance a command and control (C2) system that enables commanders and staff to generate, present, and manage ready forces for combatant commanders at tactical, operational, and strategic levels. The program supports installation-level C2 by integrating user inputs, automating daily operations, and connecting disparate data sources into a real-time, interactive Common Operating Picture (COP) with visual dashboards.
The objectives of C2IMERA include improving decision speed, quality, and lethality by streamlining information flow and automating reporting and situational awareness. The system aggregates theater-wide critical information, enabling higher headquarters to make real-time force decisions across the competition continuum. C2IMERA supports Agile Combat Employment by linking combat wings and base commands, ensuring bases can operate effectively during competition, crisis, and conflict. The application also synchronizes information across large-scale exercises and operations, reducing the need for traditional briefings, meetings, and radio communications.
In FY 2026, C2IMERA will continue its agile development and operations, following the completion of a codebase re-architecture from a monolithic to a microservices-based, multi-tenant application. Planned activities include integrating C2IMERA across the Department of the Air Force Battle Network, expanding data access through system interoperability, automating data inputs and workflows, and improving coalition warfighting capabilities. The program will also enhance user interface and experience functionality, operationalize capabilities for denied or limited bandwidth environments, and develop tailored experiences for coalition partners.
Software development is the principal focus for C2IMERA, with Leidos as the primary contractor. This funding supports the continued evolution of C2IMERA's software, including integration with base-level sensor systems for real-time situational awareness, development of strategic-level views and workspaces, and transition to a government-owned development pipeline to fulfill authorization to operate requirements. The program also maintains cloud infrastructure and continuous integration/delivery pipelines to ensure high operational availability.
Test support is managed by the 96th Test Wing at Eglin AFB, covering the testing and evaluation of new features and capabilities to ensure the system meets operational requirements and security standards. Test support activities include monitoring for potential security risks or vulnerabilities and implementing mitigation strategies as needed.
Program support and systems engineering are managed at Hanscom AFB. These funds support daily program management, stakeholder engagement, risk identification and mitigation, and technical oversight. The Air Force Life Cycle Management Center at Hanscom AFB serves as the contracting authority, providing legal, comptroller, engineering, test, and logistics support for the program.
The C2IMERA program aligns with broader USAF investments in Mission Planning Systems, Air Operations Center modernization, the All Domain Common Platform, and the Advanced Battle Management System. Its acquisition strategy leverages agile software engineering and modular contracting to enable continuous delivery of software capabilities. The program is designed to address evolving warfighter needs through dynamic resource allocation and supports the Theater Air Planning System of Systems architecture for the Department of the Air Force Battle Network. Civilian pay expenses are also included in the program beginning in FY 2026, reflecting its transition to a standalone program element.
