Description

The Ballistic Missile Defense Command and Control, Battle Management & Communication (C2BMC) program, managed by the Missile Defense Agency (MDA), is a critical element of the U.S. Missile Defense System. Its primary goal is to provide an integrated command and control capability that enables national leadership and combatant commanders to monitor missile threats, manage sensors, and coordinate weapon systems in real time. The FY 2026 budget request supports both ongoing operations and major upgrades such as the integration of the Golden Dome for America capability and the Next Generation Interceptor.

MD01: Command & Control, Battle Management, Communications (C2BMC) focuses on incremental development, deployment, and operational support for C2BMC capabilities. Objectives include enhancing situational awareness, sensor management, and engagement coordination across multiple defense systems. The program delivers new capabilities through iterative software builds (Spirals), such as Spiral 8.2 for improved homeland defense, Spiral 8.2-3 for expanded European defense, and Spiral 8.2-5 for Long Range Discrimination Radar integration. FY 2026 priorities include integration with Proliferated Warfighter Space Architecture, Next Generation Interceptor support, and the C2BMC Infrastructure Modernization Initiative (CIMI) to improve performance, cyber resilience, and cost efficiency.

MC01: Cyber Operations supports the cybersecurity posture of C2BMC systems, ensuring compliance with the Federal Information Systems Modernization Act and the MDA Risk Management Framework. The objectives are to conduct security controls assessments, risk analysis, and continuous monitoring of C2BMC mission systems. Activities include maintaining certification and accreditation data repositories, preparing documentation for system authorization, and implementing cybersecurity controls. The FY 2026 budget sustains these efforts, emphasizing the integrity, availability, and confidentiality of mission-critical information systems.

MT01: C2BMC Test provides resources for system flight and ground testing, wargames, and exercises as outlined in the MDA Integrated Master Test Plan. The main goal is to validate C2BMC capabilities and ensure interoperability with other Missile Defense System components. Test facilities such as the C2BMC Test Facility and OPIR Capabilities Lab are used for pre-test analysis, software verification, and post-test evaluation. FY 2026 activities include assessing new spiral capabilities, integrating advanced sensors, and supporting cyber vulnerability assessments. There is continued focus on interoperability with allied systems and real-world operational readiness.

MX01: C2BMC Development Support funds operations engineering, logistics, warfighter integration, and sustainment for fielded C2BMC systems. Objectives include maintaining operational availability through on-site support, help-desk services, and cybersecurity engineering. The program also supports training systems, updates training materials, and provides facility modifications to accommodate new equipment. The Concurrent Test, Training, and Operations (CTTO) element enables integrated test, training, and operations, allowing warfighters to train on current and future software versions and reducing operational transition times.

MD40: Program-Wide Support covers non-headquarters management costs and agency-wide support functions, including government civilian and contract support services. The objectives are to provide oversight, integrity, and readiness for the Missile Defense System, as well as support global deployments, facility management, security, audit readiness, STEM initiatives, and compliance with statutory requirements. This funding is allocated on a pro-rata basis across multiple program elements and fluctuates annually based on the total agency budget.
