Description

The B-21 Raider program is a major acquisition initiative managed by the United States Air Force under the Aircraft Procurement, Air Force appropriation. Its primary objective is to deliver a next-generation long-range, stealth bomber capable of penetrating advanced air defenses and supporting the nation's strategic deterrence and global strike capabilities.

The program is classified as a Major Defense Acquisition Program (MDAP) and is reported in accordance with Title 10, United States Code, Section 119(a)(1) as part of the Special Access Program Annual Report to Congress. Oversight and further information are coordinated through the Director of Special Programs, Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD(A&S)/DSP).

The B-21 Raider procurement line item funds the acquisition of aircraft, including flyaway costs, support equipment, alternate mission equipment, training, spares, depot standup, and engineering change orders. The program also allocates resources for government program support costs and initiatives addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS), such as bridge buys and life-of-type buys to maintain production schedules and mitigate obsolescence. These efforts ensure the sustainment and reliability of the B-21 fleet over its lifecycle.

The enhancement portion of the request is aimed at expanding production capacity for the B-21, supporting the Air Force's goal to field a robust fleet capable of meeting evolving strategic requirements. Funding for this program is contained in Program Element 0101110F, and the reconciliation details are provided in Section 20008 of the budget documentation.

The B-21 Raider Advance Procurement line item is designed to secure long-lead components and materials necessary for the timely and efficient production of future aircraft. Advance procurement activities include the acquisition of critical government-furnished equipment and other long-lead items that require early commitment to meet production schedules.

Advance procurement funding is essential for managing production lead times and mitigating risks associated with supply chain disruptions or material shortages. By securing long-lead items in advance, the Air Force can synchronize production activities and maintain a steady flow of aircraft to meet operational needs. The advance procurement process is closely coordinated with the overall B-21 Raider production schedule and contract forecasts, as outlined in the associated budget exhibits.

Both the procurement and advance procurement line items for the B-21 Raider reflect a comprehensive approach to program management, balancing immediate acquisition needs with long-term sustainment and production planning. The program's goals include delivering a survivable, flexible, and modern bomber force that can adapt to future threats and technological advancements. The B-21 Raider is expected to play a central role in the Air Force's strategic portfolio, replacing aging bomber platforms and enhancing the nation's ability to project power globally.
