Description

The PE 0101127F: B-2 Squadrons program is a key Air Force initiative focused on the research, development, test, and evaluation (RDT&E) of modernization and sustainment efforts for the B-2 bomber fleet. The overarching goal is to ensure the B-2 remains a ready, effective, and survivable long-range strike platform for both nuclear and conventional missions, especially as its replacement timeline continues to shift. The program aims to maintain weapon system effectiveness, incrementally improve subsystem capabilities, and integrate novel technologies to address emerging threats and supportability challenges.

The primary line item under this program element centers on upgrading avionics, communications, cockpit displays, armament systems, low observable (LO) components, training systems, and support equipment. Modernization efforts include studies, prototyping, and demonstrations of structural, avionics, and engine modifications, as well as advanced weapons integration and communications upgrades. A major focus is on reducing maintenance man-hours and the logistics footprint, improving aircraft availability for this high-demand, low-density fleet. The program leverages both existing and innovative technologies to address obsolescence, safety, and non-mission capable maintenance drivers.

Within B-2 Modernization, the Low Observable Signature and Supportability Modifications (LOSSM) initiative is a continuous improvement program designed to enhance the B-2's survivability against advanced threats. LOSSM encompasses research and development of new LO materials, structures, and diagnostic tools, aiming to reduce LO maintenance the highest maintenance driver for the B-2 and improve combat readiness. Efforts include the integration of advanced radar absorbing materials, antenna solutions, and diagnostic systems, as well as classified survivability capabilities such as the B-2 Battlespace Defensive Suite.

Another critical modernization effort is the B-2 Advanced Communications suite, which includes the Adaptable Communications Suite (ACS) 4.0 and Battlespace Collaborative Combat Communications (B2C3). ACS 4.0 transitions B-2 SATCOM capability to the Mobile User Objective System, providing secure, beyond line-of-sight command and control connectivity, faster data transfer, and simultaneous voice/data communications. B2C3 implements an Open Mission Systems avionics architecture and upgrades line-of-sight communications, replacing legacy radios and waveforms with anti-jam, encrypted solutions to ensure secure communications in contested environments.

The B-2 Display Modernization (BDM) program focuses on upgrading the multi-purpose display units in the cockpit, enhancing the aircrew's situational awareness and operational effectiveness. This includes the removal of legacy Defensive Management System-Modernization modifications and the completion of flight test and system verification activities. The B-2 Trainers Modernization effort updates training device hardware, simulation software, and courseware to ensure concurrency with aircraft upgrades, address diminishing manufacturing sources, and implement cyber-resilient, open system architectures.

Baseline Support provides essential support for flight test activities, maintaining and upgrading the B-2 unique flight test aircraft and associated hardware/software. This line item accelerates the deployment of advanced operational capabilities by reducing reliance on operational aircraft for testing and supporting integration and planning activities for future modifications. Baseline Support also funds studies, acquisition planning, and quick-reaction capability prototypes to address safety, obsolescence, and regulatory mandates, ensuring continued aircrew safety and mission effectiveness.

Across all line items, the acquisition strategy relies primarily on sole source contracts with Northrop Grumman, the B-2's prime integrator, using cost-plus incentive fee and fixed price incentive fee development contracts. The strategy emphasizes combining developmental upgrades with software sustainment blocks to minimize aircraft downtime and fielded configuration differences. The program is structured to sustain and incrementally advance the B-2 fleet's capabilities, ensuring its viability as a strategic asset until its eventual replacement.
