Description

The Army Integrated Air and Missile Defense (AIAMD) program, funded under Program Element (PE) 0605457A, is a Major Defense Acquisition Program (MDAP) that supports the U.S. Army's Air and Missile Defense (AMD) Modernization Priority. The primary goal of AIAMD is to develop and demonstrate a system-of-systems (SoS) architecture that enables all participating Department of Defense (DoD) Air Defense Artillery (ADA) components to operate interdependently, providing integrated operational capabilities that exceed those of individual systems. The program is structured to modernize air defense systems through an Integrated Fires architecture, with the Integrated Battle Command System (IBCS) serving as the centerpiece for joint battlespace management and defense against complex threats.

Within the AIAMD program, the S40 budget line focuses on hardware upgrades, design engineering, and development changes necessary for system fielding and integration. Funding supports the convergence of the Air and Missile Defense Planning and Control System (AMDPCS) into the IBCS hardware baseline, ensuring operational relevance and compatibility across ADA missions. The S40 line also includes support for agile software development, integration, and testing, with a recent realignment of software development efforts to a new program element to better align with agile processes and emerging joint warfighter priorities.

The S40 line further provides resources for product development beyond initial operational capability, which encompasses software development, integration testing, and support for new capabilities such as Sentinel A4, Remote Interceptor Guidance (RIG) 360, Army Long Range Persistent Surveillance (ALPS), F-35 Joint Strike Fighter, and Terminal High Altitude Area Defense (THAAD). These efforts are designed to expand the AIAMD architecture's ability to integrate additional sensors and weapon systems, supporting the Army's enduring development needs and countering emerging threats. The program also funds the Software Integration Facility (SWIF), a government-owned, government-operated capability for software development, integration, and testing.

Test and evaluation activities under S40 include modeling and simulation, developmental and operational testing, and requirements verification for capabilities beyond initial operational capability. These efforts are conducted at multiple facilities, including the Contractor and Government Systems Integration Labs, Army Test and Evaluation Center, and White Sands Missile Range. The focus is on validating the performance and interoperability of integrated fires capabilities, ensuring that new hardware and software upgrades meet operational requirements and can be fielded effectively.

The SS1 line item is dedicated to the development of a software-defined, X-band missile communications device that enables full hemispherical, 360-degree in-flight communications with IAMD interceptors, particularly the PATRIOT Advanced Capability 3 (PAC-3) family. RIG-360 enhances the AIAMD architecture by unlocking the full kinematic potential of PAC-3 interceptors and providing expanded coverage against non-ballistic threats. The system consists of a Control Assembly (rack-mounted control node) and an Array Assembly (mast-mounted antenna array), both designed for ruggedness and modularity.

Funding for SS1 supports the procurement of developmental units, continued development and testing of the PAC-3/MSE Uplinker capability, and integration and testing of the AIM 9X solution. Test and evaluation activities include developmental testing of the RIG-360 uplinker through the Integrated Fires Test Campaign, as well as integration with the IBCS architecture. The acquisition strategy for RIG-360 involves a sole source contract with Lockheed Martin Missiles and Fire Control, the sole developer and producer of the capability, with milestones including System Requirements Review, Preliminary Design Review, Critical Design Review, and a planned Milestone C/Full Rate Production Decision.

Congressional adds to the S40 line include funding for Intelligent Multi-Platform Swarm Defeat and AI decision aids for counter-unmanned aerial system (C-UAS) swarms, reflecting the Army's focus on addressing emerging threats from autonomous and swarming platforms. PE 0605457A supports a comprehensive modernization effort for Army air and missile defense, integrating hardware and software upgrades, advanced communications, and new operational capabilities to ensure the effectiveness and resilience of air defense systems in a rapidly evolving threat environment.
