Description

The Armed Overwatch/Targeting program, managed by the United States Special Operations Command (USSOCOM), is a procurement initiative designed to provide Special Operations Forces (SOF) with a deployable, affordable, and sustainable crewed aircraft system. The primary goal of this program is to deliver aircraft capable of executing Close Air Support (CAS), precision strike, and armed reconnaissance missions in both austere and permissive environments. There is a particular focus on supporting irregular warfare operations. The program is structured to address the unique operational needs of SOF, ensuring rapid response and flexibility in diverse mission scenarios.

The main objective of the Armed Overwatch line item is the acquisition and fielding of the OA-1K aircraft, which is specifically tailored for SOF requirements. In Fiscal Year (FY) 2026, the program seeks to procure six OA-1K aircraft, along with initial spares, support equipment, systems engineering and program management services, one weapon system trainer, mission planning systems, and other government costs. This procurement is part of a phased approach, with previous years' acquisitions totaling 16 aircraft prior to FY 2024, 11 in FY 2024, and 12 in FY 2025. The planned reduction in procurement from 12 aircraft in FY 2025 to 6 in FY 2026 is reflected in a corresponding decrease in budget allocation.

A significant goal of the program is to ensure that SOF has access to a reliable and mission-ready platform for CAS and armed reconnaissance, particularly in environments where traditional air assets may be less effective or cost-prohibitive. The OA-1K aircraft is designed to be sustainable and easily deployable, with an emphasis on affordability and operational efficiency.

The program supports USSOCOM's broader objective of maintaining a technological and tactical edge in irregular warfare, where rapid, precise, and flexible air support is often critical to mission success. The FY 2026 budget request for Armed Overwatch/Targeting includes funding for not only the aircraft themselves but also for the necessary infrastructure to support their operation and maintenance. This includes initial spares, which cover replacement engines and other critical components, as well as support equipment required for fielding and sustainment.

The budget also provides for systems engineering and program management to ensure that the integration and deployment of the aircraft meet operational requirements and timelines. Another key objective is the development and fielding of training systems to support the effective use of the OA-1K aircraft. The FY 2026 request includes funding for one weapon system trainer and mission planning systems, which are essential for preparing SOF aircrews to operate the new platform effectively.

These training assets are intended to reduce the time required to achieve full operational capability and to ensure that personnel are proficient in both the technical and tactical aspects of the aircraft's employment. The procurement strategy for the Armed Overwatch program involves a fixed-price contract with L-3 Harris in Greenville, TX, under an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement. This approach is intended to provide cost stability and flexibility in meeting evolving SOF requirements.

The program entered Low-Rate Initial Production (LRIP) in the fourth quarter of FY 2022, with Full Rate Production anticipated in the third quarter of FY 2027. The structured production schedule and phased procurement are designed to align with operational needs while managing budgetary and logistical constraints. The Armed Overwatch/Targeting line item is justified by the need to provide SOF with a dedicated, cost-effective, and sustainable air support platform for irregular warfare. The program's objectives are closely aligned with USSOCOM's mission to deliver specialized capabilities that enhance the effectiveness and survivability of SOF in complex operational environments.
