Description

The All Domain Common Platform (ADCP) program is a key initiative within the Air Force's Research, Development, Test & Evaluation (RDT&E) budget, specifically under Program Element PE 0303248F. The primary goal of ADCP is to deliver a resilient, extensible cloud-based Infrastructure and Platform as a Service (IaaS/PaaS) hosting medium for Command and Control (C2) mission applications and data. This platform is designed to support Airmen deployed globally by ensuring secure, reliable access to mission-critical applications and data, regardless of operational environment. The ADCP aligns with broader Air Force investments in mission planning and C2 systems, such as the Theater Air Planning System of Systems (TAP-SoS) architecture, and supports integration into the Department of the Air Force Battle Network (DAF BN).

The principal line item under ADCP focuses on the development, deployment, and sustainment of the platform and its underlying infrastructure. Its objectives include designing, engineering, testing, and managing the product to enhance functionality and scalability. The project leverages Agile methodologies and DevSecOps practices to accelerate capability delivery and improve system resiliency. Key customers for the platform include the Air Operations Center (AOC), Intelligence Programs, the 309th Software Engineering Group, and the 350th Spectrum Warfare Group. The platform also supports the Air Force's contribution to Joint All-Domain Command and Control (JADC2) efforts.

Specific goals for FY 2025 and FY 2026 include continued support for continuous integration and deployment (CI/CD) pipelines in cloud-native environments, extending PaaS capabilities to cloud-connected edge environments, and transitioning legacy containerized C2 applications to a production-ready open-source system. The program aims to enhance security observability through improved tooling and the establishment of a Security Operations Center, automate monitoring and tracking services for application usage, and optimize the use of commercially managed platform and infrastructure services on public cloud offerings. These efforts are intended to increase reliability, decrease lead time for new capabilities, and improve overall mission application performance.

The ADCP program also emphasizes data management and governance, with planned improvements to enterprise data sharing and the implementation of IT Service Management (ITSM) tools and processes. These enhancements are designed to ensure efficient and effective delivery of ADCP services, improve access to internal IT products, and enable better program execution. Integration with the DAF Battle Network and TAP-SoS remains a central objective, supporting joint and theater-level planning and operations.

From an acquisition perspective, the ADCP program operates under the Software Acquisition Pathway authorized by the FY 2020 NDAA, Section 800. The acquisition strategy is modular, focusing on evolving requirements, continuous market research, and streamlined solicitation procedures. The program utilizes a mix of small and large business contracts, Military Interdepartmental Purchase Requests (MIPR), and partnerships with other government agencies, DoD laboratories, Federally Funded Research and Development Centers (FFRDC), academia, and commercial industry partners. Program management is directed by the Program Executive Office for Command, Control, Communications, and Battle Management (C3BM) at Hanscom AFB, with contracting authority provided by the Air Force Life Cycle Management Center (AFLCMC).

Budget allocations for ADCP in FY 2024, FY 2025, and FY 2026 support a range of activities, including product development, data services, direct mission support, civilian pay expenses, test and evaluation, engineering services, and program support. The FY 2026 request was reduced to promote efficiencies and align with Executive Order 14222, which emphasizes government cost efficiency. Adjustments also reflect realignment of funds to synchronize delivery schedules with other DAF Battle Network programs and the deprecation of legacy platforms as applications migrate to the new managed platform.
