Description
The All Domain Common Platform (ADCP) is a strategic initiative by the United States Air Force to enhance command and control (C2) capabilities through a cloud-based Infrastructure and Platform as a Service (IaaS/PaaS) hosting medium. This program aims to deliver resilient C2 mission applications and data to Airmen globally, ensuring critical information is accessible across various mission environments. It supports the development, deployment, and monitoring of mission applications, facilitating the modernization of C2 software-intensive systems. The ADCP collaborates with key entities such as the Air Operations Center, Intelligence Programs, and the Department of the Air Force Rapid Capabilities Office to meet system resiliency requirements.
The primary objectives of the ADCP include supporting design, development, testing, evaluation, engineering, and management efforts to enhance platform functionality and scalability. The program emphasizes security measures necessary for maintaining continuous authority to operate (cATO), integrating cybersecurity efforts into its framework. To accelerate product development, it invests in enablement services, data science, data engineering, data modeling/governance, and process automation. Additionally, it focuses on improving network and platform architecture through prototyping efforts aimed at boosting communication and network efficiency.
The ADCP employs Agile methodologies and Development, Security, and Operations (DevSecOps) practices to deliver scalable improvements in support of mission requirements. It aims to transition C2 applications to production-ready open-source systems while enhancing security observability tools through a Security Operations Center. The program also seeks to optimize commercially managed platform services on public cloud offerings and improve data management via enterprise data governance. These efforts are geared towards increasing application reliability and reducing lead times for new capability delivery.
In terms of acquisition strategy, the ADCP operates under the Software Acquisition Pathway authority from FY20 NDAA Section 800. It utilizes a modular contracting approach that adapts to evolving needs through continuous market research and streamlined solicitation procedures. The program leverages both small and large business contracts for specialized services while adopting commercial best practices for software development. Program management is directed by PEO Digital at Hanscom AFB, MA, with contracting authority provided by the Air Force Life Cycle Management Center (AFLCMC), ensuring comprehensive support across contracting, legal, programmatic, engineering, test, and logistics domains.
