Description

The Air-Launched Cruise Missile (ALCM) Program (PE 0101122F) is a Research, Development, Test, and Evaluation (RDT&E) initiative managed by the United States Air Force under Budget Activity 7: Operational Systems Development. The primary goal of this program is to sustain and enhance the AGM-86B ALCM, a subsonic, air-to-surface strategic nuclear missile that has been operational since 1982. The ALCM is designed for internal and external carriage on the B-52H bomber and is armed with the W-80 warhead, providing the capability to penetrate enemy air and ground defenses and deliver strategic deterrence.

A key objective of the ALCM program is to ensure the missile's continued reliability, survivability, and operational effectiveness until its planned replacement by the Long Range Stand Off (LRSO) cruise missile. RDT&E funding is allocated for the development of new test and evaluation procedures, software, and equipment, as well as for technology insertion to address aging components and maintain system sustainability. This includes proactive aging and surveillance analysis to identify and mitigate reliability risks before they impact mission readiness.

The program supports the creation and implementation of test procedures for nuclear systems, as directed by the Chairman of the Joint Chiefs of Staff (CJCS). One of the major efforts is the preparation and execution of High-Altitude Electromagnetic Pulse (HEMP) testing for both the ALCM Pylon and the Common Strategic Rotary Launcher (CSRL). These tests are critical to validate the missile's resilience against electromagnetic threats in a nuclear environment, ensuring compliance with Chemical, Biological, Radiological, and Nuclear (CBRN) survivability requirements.

The Service Life Extension Program (SLEP) is another significant component, addressing age-related issues through targeted upgrades and low-cost modifications. Technology insertion efforts focus on replacing or refurbishing components that are at or near the end of their service life, thereby extending the operational viability of the ALCM fleet. These activities are coordinated with both organic Air Force resources and contractor agencies, utilizing Indefinite Delivery Indefinite Quantity (IDIQ) and Requirements contracts to provide flexibility and responsiveness in addressing emerging sustainment needs.

Additional budget lines associated with the ALCM program include funding for missile modifications, replenishment spares, and initial spares. Ongoing missile modifications address reliability and performance issues, while replenishment and initial spares ensure the availability of critical components throughout the missile's service life. These procurement activities complement the RDT&E efforts by maintaining the readiness and sustainability of the ALCM inventory.

The acquisition strategy for the ALCM program emphasizes continuous testing and evaluation in nuclear environments, including assessments of survivability against neutron and gamma radiation components. Testing is conducted at facilities such as White Sands Missile Range (WSMR), with Boeing and other contractors providing technical expertise and support. The program also includes necessary civilian pay expenses for management and execution, although no such expenses are forecast for FY 2024 or FY 2025 within this program element.
